Page 8 of 17 <br />With regards to the outparcel multi-tenant building design, the City Code requires that façade <br />treatment shall be carried around all side. Architectural elements such as, but not limited to, <br />windows, shutters, awnings, doors, masonry exterior veneers, cornice detailing, window casings, <br />and other architectural details should demonstrate consistency on all sides of the structure that <br />are reasonably visible to the general public. Plain flat walls shall not be permitted when <br />viewable from the public right-of-way or public areas. In addition, Section 1325.05, Subd. 8, F. <br />states that fifty percent (50%) of all first level building façades that front a public street shall be <br />comprised of transparent windows or doors in order to allow views of interior uses and activities. <br />The City Council should review the architectural design of outparcel building for four sided <br />architecture and transparency requirements. The Applicant is seeking flexibility to the design <br />standards for outparcel building to allow the use of Belden Brick in satisfaction of meeting the <br />desired materials under brick masonry. The Applicant notes that the outparcel building will <br />consist in the overall design of the building with use of 82% of preferred materials. Since the <br />Planning Commission review, the outparcel building design has been revised and all four <br />elevations meet or exceed the minimum 75% preferred building requirements, if consideration is <br />given to the proposed masonry. <br />In the original design for the outparcel building, the east elevation did not have any windows and <br />the use of aluminum panels was a focal design element around tenant signage. During the <br />Planning Commission meeting, the Applicant indicated a willingness to consider adding spandrel <br />glass to the Lexington Avenue elevation of the outparcel building. The Planning Commission <br />did include as a recommended condition of approval that this elevation be redesigned to meet <br />building and transparency requirements. The Applicant has revised the east elevation to include <br />use of opaque spandrel glass for 29% of the wall area. Flexibility is requested for transparency <br />requirements on percentage required and opacity. <br />West Elevation <br />East Elevation
