Page 1 of 1 <br /> <br /> <br /> <br />AGENDA ITEM – 1F <br /> <br />MEMORANDUM <br /> DATE: October 18, 2021 TO: Honorable Mayor and City Councilmembers FROM: Dave Perrault, City Administrator SUBJECT: Lake Johanna Fire Department JPA Discussion <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> For Council Consideration <br /> <br />Council may provide further direction on the formation of a Joint Powers Agreement (JPA) for <br />the future Lake Johanna Fire Department (LJFD) Headquarters. <br /> <br />Background <br /> <br />The City Council discussed the LJFD JPA at its September work session, an updated draft JPA is <br />attached (Attachment A) and the previous memo is attached under Attachment B for more <br />background information. Following September’s discussion, Council requested a few changes, <br />such as, clarifying the language under the bonding section. Also, a clarification will be added <br />regarding the timing of construction that will state that a station cannot be built without the <br />mutual consent of all three cities even prior to the June 30, 2026 deadline. The larger issue <br />discussed was the voting structure, the original proposal was Shoreview had three votes, while <br />Arden Hills and North Oaks having one vote each. September’s discussion revolved around the <br />possibility of one vote each. This was brought back for a staff level discussion; it would likely <br />not work with a one vote each scenario for all three cities, but a Shoreview two vote and one vote <br />for Arden Hills and North Oaks was discussed.
