CONSENT ITEM – 7B <br /> <br />MEMORANDUM <br /> DATE: October 25, 2021 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Gayle Bauman, Finance Director <br />SUBJECT: Resolution 2021-055 Authorizing a Grant Agreement for Lexington Avenue <br />Budgeted Amount: Actual Amount: Funding Source: <br />$500,000 $500,000 State Bond Grant Funds <br /> Council Should Consider <br />Motion to approve, table or deny the following: <br />• Resolution 2021-055 authorizing the City of Arden Hills to apply for a grant from the <br />Minnesota Public Facilities Authority and to enter into a Grant Agreement for the City of Arden <br />Hills. <br />All items need a simple majority for action unless otherwise noted. Background <br />The Minnesota Public Facilities Authority (PFA) provided notice that the City received a State <br />Bonding Bill appropriation in the amount of $500,000 for water main improvements along Lexington <br />Avenue. Staff originally prepared the required application documents necessary to receive the grant <br />funds through PFA in December 2020. PFA has requested an updated application packet which reflects <br />only costs associated with the items covered by the grant and a new resolution based on the language <br />change for the special appropriation. Discussion <br />The application packet has been updated with new contact information and the costs have been revised <br />to reflect only items covered by the grant. A resolution is required to be submitted along with the <br />application materials stating that the City has the legal authority to apply for the grant, and capacity to <br />ensure proper delivery of the project, and authorization to execute the grant agreement. Resolution <br />2021-055 is provided in Attachment B for Council consideration and approval. Budget Impact <br />The grant will cover up to $500,000 of the cost to acquire permanent easements for and to engineer <br />and install a water main extending along Lexington Avenue, from County Road E to marked Interstate <br />Highway 694.
