Minutes of Karth Lake Improvement District Board <br /> Regular Meeting 6:30 PM, Tuesday, April 13, 2021 <br /> <br />1.Call to Order/Roll Call <br />1.1The Zoom meeting convened at: 6:40 PM. <br />1.2 Present: <br />Board Members: Tony Peleska, Chair; Gary Gerding, Secretary; Linda Hansohn; <br />Kathy Johnson; Renee Marino <br />Staff Liaisons: David Swearingen, Interim Public Works Director; Kyle Axtell, <br />Water Resource Specialist / Project Manager, Rice Creek Watershed District. <br />Karth Lake Residents: Perle Zhitnitskiy; Barb & Kent Stennis <br /> <br />1.3 Absent: Susan Johnson; Aisha Elmquist. <br /> <br />2. Approval of Agenda <br />The agenda was approved as revised. <br />3. Approval of the minutes of the previous meeting: The minutes of the previous <br />meeting on February 9, 2021 were approved as revised. <br />4. Board Member Election Results: <br />Because COVID-19 prevented us from having the last round of elections in 2020 and <br />because of a board resignation, terms had to be re-staggered with this election. The <br />results are as follows. All votes were unanimous: <br />A. 3-year terms (April 2024) (3): Renee Marino; Aisha Elmquist, Kathy Johnson <br />B. 2-year terms (April 2023) (2): Linda Hansohn; Tony Peleska <br />C. 1 year term (April 2022) (1): Susan Johnson <br />5. Election of Chair: Tony Peleska and Secretary Gary Gerding <br />6. Public Inquiries: None <br /> <br />7. Old Business <br />7.1 Remediation of BMP #1 Site <br />7.1.1 Background: Q: Board members expressed concern about the likelihood that future <br />construction in Shoreview that is within and near the Karth Lake watershed could add <br />more runoff and nutrients. This could increase the water level and pollution of Karth <br />Lake. Board Members thought the lake levels have varied higher since the townhouses <br />were built east of Lexington Ave. Board Members have observed significant water flow <br />into Karth Lake from the holding pond east of Lexington and Karth Lake. <br />7.1.2 Report from Kyle Axtell: What controls are in place to prevent an increase in <br />Karth Lake water level and nutrient load caused by new construction in Shoreview? <br />Kyle showed a Graphic Information System map of Karth Lake and its watershed. Kyle <br />said the watershed is all developed, and no redevelopment expected, so no more inflows <br />to Karth Lake should be created. <br /> <br />Linda asked about wooded area south of the existing townhomes. and partially included <br />in the Karth Lake Watershed. <br />Renee: noted that a corner of the undeveloped area is in the Karth Lake watershed,
