Traffic Study <br />The applicant prepared a traffic generation analysis (see Attachment J). However, the roadway system providing access to this <br />area has sufficient capacity to handle the off-peak increase in traffic and the development will have <br />a minimal impact on the surrounding roadway system. <br /> <br />Suggested Findings of Fact <br />Staff offers the following findings of fact for consideration: <br />1. The property located at 1275 Red Fox Road is designated for Mixed Business uses on the <br />2040 Comprehensive Plan. <br />2. The applicant has requested a Conditional Use Permit in order to remodel the existing <br />vacant building on the site for use as a place of worship. <br />3. Places of worship area allowed as a conditional use in the I-Flex District. <br />4. The CUP substantially conforms with the requirements of the City Code. <br />5. Where the plan is not in conformance with the City Code, conditions of approval have been <br />placed on an approval requiring the plans be adjusted to meet City Code. <br />6. The adjacent properties to the east and west are zoned I-Flex and are guided for Mixed <br />Business uses in the Arden Hills 2040 Comprehensive Plan. <br />7. The property to the south is zoned I-Flex and is guided for Industrial uses in the Arden <br />Hills 2040 Comprehensive Plan. <br />8. The application is not anticipated to create a negative impact on the immediate area or the <br />community as a whole. <br /> <br />Options and Motion Language <br />Staff has provided the following options and motion language for this case. The Planning <br />Commission should consider providing additional findings of fact as part of the motion to support <br />their recommendation for approval or denial. <br /> <br />1. Recommend Approval with Conditions: Motion to recommend approval of Planning Case 21- <br />013 for a Conditional Use Permit at 1275 Red Fox Road, based on the findings of fact based <br />on the findings of fact and submitted plans, subject to the following conditions: <br /> <br />1. The project shall be completed in accordance with the plans submitted as amended by <br />the conditions of approval. Any significant changes to the plans, as determined by the <br />City Planner, shall require review and approval by the Planning Commission and City <br />Council.
