CONSENT ITEM – 3B <br />MEMORANDUM <br />DATE: November 8, 2021 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Gayle Bauman, Finance Director <br />SUBJECT: 2022 Curbside & Non-Curbside Recycling Fees <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Motion to approve, table or deny the following: <br />•Resolution 2021-063 setting the 2022 Curbside and Non-Curbside Recycling Fees <br />All items need a simple majority for action unless otherwise noted. <br />Background <br />Republic Services provides curbside recycling collection. The recycling budget is an enterprise <br />fund that receives revenues from the annual household fee that is applied to the property taxes and <br />from the SCORE grant provided by Ramsey County. The majority of the expenses are for the <br />collection services provided by Republic Services. Since there are no other dedicated funding <br />sources, the revenue must be balanced with the expenses. <br />Discussion <br />The per unit fee charged by Republic Services for curbside collection is expected to increase in <br />May 2022 based on changes in the Consumer Price Index (CPI) from the Federal Reserve for the <br />Upper Midwest. Based on the anticipated cost of the collection services and the expected revenue <br />from the SCORE grant funds and revenue share, the annual fee for residents receiving curbside <br />collection is proposed to increase from $57.50 to $58.00. <br />Staff is proposing no increase in the annual fee for each housing unit that is not part of the curbside <br />recycling program. The current fee is $3.50. This fee is applied to Cottage Villas, Hunters Park <br />Condos, Parkshore Apartments, Arden Manor, E Street Flats, Arden Flats, and Johanna Shores. <br />Ramsey County requires recycling fees to be set by the end of November so they can add them to <br />the upcoming year’s property taxes. <br />Budget Impact <br />This information is included in the proposed 2022 budget. <br />Attachments <br />A.Resolution 2021-063
