Page 1 of 1 <br /> <br />DATE: November 8, 2021 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: HCSP Contribution Termination <br /> <br />Budgeted Amount: Estimated Amount: Funding Source: <br />N/A N/A N/A <br /> <br />Council Should Consider Motions to approve, table, or deny the following: <br /> <br />• Authorize the City Administrator to terminate the contract for HCSP contributions by <br />City employees and adjust the Personnel Policy accordingly. <br /> <br />All items need a simple majority for action unless otherwise noted. <br /> <br />Background The City Council discussed the Health Care Savings Plan (HCSP) clauses in the Personnel <br />Policy and Union Contract at a previous work session. Following that discussion, Council <br />directed Staff to bring forward a formal approval to allow the City Administrator to remove the <br />language from the Personnel Policy and work with HCSP on any needed clean up to terminate <br />the contributions to the plan. The Personnel Policy language will be changed to reflect that any <br />accrued comp time, flex time or PTO shall be paid to the employee upon separation not to <br />exceed any applicable accrual caps. Note, the Union Contract still calls for these contributions <br />until the end of the year. Depending on HCSP’s preference, the changes in the Personnel Policy <br />may not become effective until the end of the year to coincide with the Union’s contract. <br /> <br />Budget Impact No significant budget impacts are expected as a result of these changes. <br /> <br />Attachments N/A <br /> <br />CONSENT ITEM – 3D <br /> <br /> MEMORANDUM <br />
