<br /> <br />FundStructure <br /> <br />PurposeandAccountingBasis <br />TheaccountsoftheCityareorganizedonthebasisoffundsandaccountgroups,eachofwhich <br />isconsideredaseparateaccountingentity.Theoperationsofeachfundareaccountedforwith <br />aseparatesetofselfͲbalancingaccountsthatcompriseitsassets,liabilities,fundequity, <br />revenues,andexpendituresorexpensesasappropriate.Governmentresourcesareallocated <br />toandaccountedforinindividualfundsbaseduponthepurposesforwhichtheyaretobe <br />spentandthemeansbywhichspendingactivitiesarecontrolled.Certainfundshavevarying <br />levelsofrestrictions,imposedeitherbylegalrequirementsorpolicychoices,andassuch,itcan <br />behelpfultoseeabroadoverviewoftheCity’sfinancestoshowsummariesofdifferentfunds. <br /> <br />TheCity’sfundsaregroupedintosevenbasictypes: <br />x General <br />x SpecialRevenue <br />x Capital <br />x DebtService <br />x Proprietary(Enterprise) <br />x InternalService <br />x Fiduciary <br /> <br />ThebudgetedfundsoftheCityaregroupedintotwobroadcategoriesasfollows: <br />x GovernmentalFunds–GovernmentalFundsareusedtoaccountfor“governmentͲtype” <br />activitiesoftheCity(e.g.,activitiesthatreceiveasignificantportionoftheirfunding <br />frompropertytaxes,stateaids,andvariousgrants).TheGovernmentalFundsbudgeted <br />fortheCityaretheGeneralFund,SpecialRevenueFunds,DebtServiceFunds,and <br />CapitalProjectsFunds. <br />x ProprietaryFunds–Proprietaryfundsareusedtoaccountforthe“businessͲtype” <br />activitiesoftheCity(e.g.,activitiesthatreceiveasignificantportionoftheirfunding <br />throughusercharges).TheproprietaryfundsbudgetedbytheCityareEnterpriseFunds <br />andInternalServiceFunds. <br /> <br />ThefirstthreefundtypeslistedabovecomprisethemajorityofthedayͲtoͲdayoperating <br />activitiesoftheCity.Theremainingfundtypesaremorespecializedfunds,andtypically <br />accountforoneͲtimeand/orspecificactivitiesratherthanongoingandrecurringservices.Brief <br />descriptionsofeachfundtypefollow. <br /> <br />GeneralFund <br />TheGeneralfundistheprimaryrevenuesourceandoperatingfundformostservicescities <br />typicallyoffer.Theseincludepublicsafety(policeandfire),streetmaintenance,parksand <br />recreation,andneighborhoodandcommunityservices,etc.Inaddition,theCityCouncil, <br />AdministrativeServicesandCityAttorneybudgetsarepredominatelyfundedbytheGeneral <br />Fund. <br />3
