<br /> <br />Trends:Licenserevenueisexpectedtoremainstatic.Buildingpermitrevenueisexpectedto <br />decreaseastheCityisprimarilybuiltoutbutcommercialactivitywillcausefluctuationsasseen <br />in2016and2017asexistingfacilitiesgothroughupgrades.ThiswillallchangeoncetheRice <br />CreekCommons(TCAAP)projectbeginsconstruction.2016and2017numbersreflectmajor <br />renovationsattheLandO’LakesheadquartersfacilityandBostonScientific. <br /> <br />Intergovernmental <br />Thisrepresentsmoniesfromothergovernmentsintheformofgrants,entitlements,andshared <br />revenues.TheCityreceivesavarietyofsharedrevenuesfromtheStateofMinnesota.Priorto <br />2011,themajorrevenuewithinthiscategorywasMarketValueHomesteadCreditAid.The <br />2011legislatureeliminatedthisprogram.ThemajorrevenuesourceisnowMunicipalStateAid <br />(MSA)maintenanceforstreets. <br /> <br />AllotheramountsrepresentsmallgrantsandaidsthattheCityreceivesundervarious <br />establishedprograms. <br /> <br />MSAMaintenanceisaprogramforurbanmunicipalitieswithpopulationsof5,000ormore. <br />20%ofaCity’sCountyRoadsandlocalimprovedmileageareincluded.ThisincludesCounty <br />RoadsandCountyStateAidHighways(CSAH)thathaverevertedbacktothemunicipality. <br /> <br />PoliceAidismoneyreceivedfromtheStatetohelpwithpolicepersonneltrainingcosts.Since <br />ArdenHillscontractswiththeRamseyCountySheriffforthisservice,apartofthisrevenueis <br />allocatedbacktoArdenHillseachyeartooffsetpartofthecontractcostsforpolicing. <br /> <br />Trends:MSAMaintenancedollarshadbeengraduallyincreasingthrough2020butdeclinedin <br />2021duetoCOVIDͲ19.PoliceAidhasremainedfairlystaticoverthelastsixyearsandis <br />expectedtoremainso. <br /> <br />ChargesforServices <br />ThiscategoryreflectsfeescollectedforcontractualservicesandgeneralservicesthattheCity <br />chargesdirectlyfor.Includedinthiscategoryarethefollowing: <br /> <br />x GeneralFundchargesforservicesincludecontractualandservicefeeservicesrelatedto <br />generalgovernment,publicsafety,andrecreation. <br /> <br />x Servicestoproperty(UtilityFees)–arecollectedbytheutilityfundsfromcustomers <br />(residentsandbusinesswithintheCity)forservices. <br /> <br />9
