[DRAFT] Intersection Control Evaluation <br />County Road E at Snelling Ave N (Old Hwy 10) 1 SRF Consulting Group, Inc. <br /> <br />Introduction <br />Ramsey County, in partnership with Arden Hills, is evaluating the County Road E and Snelling Avenue <br />N (CR 76) to improve operations, improve safety, and plan for future needs of the intersections. The <br />intersection currently experiences longer delays and queues when traffic volumes are elevated within <br />the day-to-day fluctuation range (i.e. 10 percent higher than the average). The intersection is planned <br />to be rebuilt in 2023. This report contains the intersection control evaluation (ICE) results for the <br />County Road E and Snelling Avenue N (CR 76) intersection in Arden Hills, Ramsey County, <br />Minnesota (see Figure 1). <br />The MnDOT ICE is a process that identifies the most appropriate intersection control type through <br />a comprehensive analysis and documentation of the technical (safety and traffic operations), economic <br />(societal and agency costs), and other factors of viable alternatives. The goal of an ICE is to select the <br />optimal control for an intersection based on an objective analysis of existing conditions and future <br />needs. The purpose of this evaluation is to analyze various intersection control alternatives under near- <br />term and long-term conditions to identify a preferred intersection control alternative. The following <br />alternatives were considered applicable for this intersection: <br />· All-Way Stop Control (existing) <br />· Traffic Signal Control <br />· Roundabout Control (single-lane) <br />A detailed warrants analysis, operational analysis, and safety analysis was performed to determine a <br />preferred intersection control alternative. In addition to this analysis, other factors considered for this <br />evaluation that were applicable to determining the long-term preferred intersection control included: <br />· Right-of-Way considerations <br />· Construction costs <br />· Transportation System Considerations, including proximity to Bethel College and Mounds <br />View High School (MVHS) <br />· Pedestrian and bike Considerations <br />· Local acceptance. <br />
