Parks, Trails & Recreation Committee Meeting Minutes January 19, 2022 <br />Page 2 <br /> <br /> <br />Public Works Director/City Engineer Swearingen said there will be a few segments that will get <br />a fog sealed and they will be inspected for replacement at that time. A pavement maintenance plan <br />will put on the City website. <br /> <br />Public Works Director/City Engineer Swearingen stated the City Council approved a feasibility <br />study for a proposed trail segment along Old Highway 10 from Lake Valentine Road to County <br />Road 96. They have 95% plans for the segment between E2 and Lake Valentine Road but are <br />waiting on funding. <br /> <br />Public Works Director/City Engineer Swearingen noted that Ramsey County is still doing <br />preliminary studies on the Lake Johanna Boulevard trail. <br /> <br />Committee Member Poelzer commented that there is a Ramsey County trail segment from Tony <br />Schmitt Park to Perry Park that is often under water and wondered if Arden Hills had ever brought <br />it to the County’s attention. <br /> <br />Public Works Director/City Engineer Swearingen replied that the segment of trail is actually <br />city owned and Public Works is aware of it. The solution would be to put in some box culverts and <br />have somewhat of a bridge, but it would need to be strong enough to hold larger trucks that are <br />used to maintain lift stations. There are plans to include it in a stormwater study that will highlight <br />drainage issues throughout the city. <br /> <br />B. 2022 Parks, Trails and Recreation Committee Work Plan <br /> <br />Committee Member Hinton said the committee needed to finalize goals and work plan priorities <br />for 2022. Members were provided with a Power Point that was presented to the City Council in <br />2018 as an example. <br /> <br />Committee Member Poelzer said there is a dog park obstacle course shown on page 5 and <br />wondered if that was ever added. <br /> <br />Staff Liaison Vaughan said that was an idea that was brought up but to his knowledge the <br />obstacles were never added. <br /> <br />Staff Liaison Vaughan stated that the work plan is areas of focus for 2022. They could <br />brainstorm some ideas as noted in the memo for parks, trails, recreation and community <br />partnerships, and choose a date for it to be presented to the City Council. The work plan would <br />preferably need to be completed by February’s meeting. <br /> <br />Council Liaison Scott said the City Council would entertain a joint meeting with PTRC. <br /> <br />Staff Liaison Vaughan noted that there was a trail priority list made last year, but nothing for <br />parks or recreation. <br /> <br />Committee Member Poelzer commented that they had submitted lists of things that needed to be <br />done at parks they toured. <br />
