CONSENT ITEM – 7L <br /> <br />MEMORANDUM <br /> DATE: April 25, 2022 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Gayle Bauman, Finance Director <br />SUBJECT: Affirm Allocation of ARPA Revenues for Water Infrastructure on the 2021 PMP <br />Street and Utility Improvement Project <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> <br />Council Should Consider <br />Motion(s) to approve, table or deny the following: <br />• Resolution 2022-028 Affirming Allocation of American Rescue Plan Act Revenues for <br />water infrastructure on the 2021 PMP Street and Utility Improvement Project. <br />All items need a simple majority for action unless otherwise noted. <br /> <br />Background <br />The $1.9 trillion American Rescue Plan (ARP) infuses $350 billion into local governments, <br />easing the immediate financial trauma facing most every community across the country, and <br />providing options to overcome shortfalls and simultaneously rebuild for a stronger, more <br />sustainable future. <br />Eligible uses of the funds include <br />• Support public health expenditures, by funding COVID-19 mitigation efforts, medical <br />expenses, behavioral healthcare, and certain public health and safety staff; <br />• Address negative economic impacts caused by the public health emergency, including <br />economic harms to workers, households, small businesses, impacted industries, and the public <br />sector; <br />• Replace lost public sector revenue, using this funding to provide government services to the <br />extent of the reduction in revenue experienced due to the pandemic; <br />• Provide premium pay for essential workers, offering additional support to those who have <br />borne and will bear the greatest health risks because of their service in critical infrastructure <br />sectors; and,
