ARDEN HILLS CITY COUNCIL — APRIL 11, 2022 5 <br />MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br />motion to table action on the Special Assessments Roll for the Snelling Avenue <br />North Street and Utility Improvements Project to the May 9, 2022 City <br />Council meeting. The motion carried (5-0). <br />C. Resolution 2022-020 Accepting Bid and Authorizing Award of Contract to <br />T.A. Schifsky & Sons, Inc. — Snelling Avenue North Street and Utility <br />Improvements Project <br />Public Works Director/City Engineer Swearingen stated on February 14, 2022, the City <br />Council approved plans & specifications and ordered advertisement for bids for the Snelling <br />Avenue North Street and Utility Improvement Project located along Snelling Avenue North from <br />Trunk Highway 51 to County Road E, Cummings Lane, and Bussard Court from Snelling Avenue <br />North to 100-Feet West of Snelling Avenue North. The proposed improvements include <br />bituminous paving, curb and gutter installation, storm water improvements, watermain <br />improvements, sanitary sewer improvements and construction of a 10-foot wide bituminous trail <br />along the west side of the entire length of Snelling Avenue North. Pursuant of Resolution 2022- <br />005 bids were opened on March 9, 2022. It was noted four bids for the project were received. A <br />full bid tabulation and the detailed bid tab was reviewed with the Council. <br />Public Works Director/City Engineer Swearingen reported the low bid of $1,277,585.49, <br />received from T.A. Schifsky & Sons, Inc., compares favorably with the construction engineer's <br />estimate which is $1,289,000. T.A. Schifsky & Sons, Inc. has completed similar projects <br />successfully in the metro area along with completing the paving portion of the City's 2021 PMP. <br />Bolton & Menk recommended awarding the project to T.A. Schifsky & Sons, Inc. as the lowest <br />responsible/responsive bidder. Staff recommends adoption of Resolution 2022-020. Staff <br />commented further on the project timeline and noted Bolton & Menk would be assisting the City <br />with keeping residents informed on this project. <br />MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br />motion to adopt Resolution 2022-020 Accepting Bid and Authorizing Award <br />of Contract to T.A. Schifskv & Sons, Inc. — Snelling Avenue North Street and <br />Utility Improvements Project. The motion carried (5-0). <br />10. UNFINISHED BUSINESS <br />None. <br />11. COUNCIL COMMENTS <br />Councilmember Radziej thanked staff for providing a tour of the Public Works facility. <br />Councilmember Scott asked if City streets were still being swept. <br />Public Works Director/City Engineer Swearingen stated the City was still completing the <br />spring street sweeping as weather allows. <br />
