<br /> <br />NONMAJOR SPECIAL REVENUE FUNDS <br /> <br /> <br /> <br />The City had the following nonmajor special revenue funds during the year: <br /> <br />Cable Fund – This fund was established to account for transactions associated with cable television in <br />the City. Revenues are franchise fees from Comcast. Expenditures include the operation of the North <br />Suburban Cable Commission and other costs relating to cable television activity, internet, and other forms <br />of communication. <br /> <br />EDA Operating Fund – The EDA Operating Fund accounts for revenue sources, including tax <br />increments and other sources, that are legally restricted or committed to expenditures for specified <br />purposes (not including major capital projects). <br /> <br />EDA TIF District No. 3 Fund – This fund was established as a Housing District in 1993. The revenue is <br />derived from tax increment and expenditures are for developer reimbursements and administrative <br />ependitures. This tax increment district was decertified in 2019. <br /> <br />EDA TIF District No. 4 Fund – This fund was established as a redevelopment plan for Presbyterian <br />Homes of Arden Hills, Inc. in 2010. The revenue is derived from tax increment and expenditures are for <br />developer reimbursements and administrative ependitures. <br /> <br />EDA TIF District No. 5 Fund – This fund was established in 2019. The revenue is derived from tax <br />increment and expenditures are for economic development and administrative ependitures. <br /> <br />Karth Lake Improvement District Fund – This fund accounts for revenue sources, including taxes, that <br />are restricted to finance capital and other improvements within the Karth Lake Improvement District. <br /> <br />American Rescue Plan Act Fund – This fund was established in 2021. The funding is derived from <br />federal appropriations distributed to the City for lost public sector revenue, investments in water, sewer, <br />broadband infrastructure, and other purposes identified in the act. <br /> <br />
