MINUTES <br /> . CITY OF ARDEN HILLS,MINNESOTA <br /> PARKS AND RECREATION COMMISSION <br /> TUESDAY, SEPTEMBER 26, 1998 <br /> 7:00 P.M. <br /> 1. Call to Order <br /> Chair Kreidler called the meeting to order at 7:00 p.m. <br /> Roll Call <br /> Present were Lynette Kreidler, Jim Johnson, Dorothy McClung, Don Messerly, Megan Ricke, <br /> Rich Straumann, Lou Speggen, Tracy Petersen, Susan Keim and Cindy Walsh. <br /> Absent was Anita Larson. <br /> 2. Approve Minutes <br /> Minutes from July 28, 1998, meeting were approved by Megan Ricke and seconded by Rich <br /> Straumann. The minutes were passed unanimously. <br /> 3. Council Report <br /> A. Council member Keim reported that NSP has an underground transmitter wire that needs <br /> • to be replaced. NSP wants to replace it above ground around the TCAAP property and <br /> Hamlin Avenue area. The city council is opposed to this and would like to see the <br /> underground wire replaced as an underground wire. Ramsey County has already issued <br /> NSP permits to go ahead with the project because it is on county right-of-way. The city <br /> plans to file a complaint with the Public Utilities Commission. <br /> B. Elections - Three candidates are running for the two open council positions. Susan Keim, <br /> Gregg Larson and Lois Rem are the candidates. <br /> C. FOX 29 is looking to locate an antennae in Arden Hills. The Army,National Guard, <br /> Arden Hills and County have all said no to locating it on TCAAP property. FOX does <br /> not want to go over to Shoreview because its competitors are located there. <br /> 4. Vaughan Park Dedication Exchange <br /> Don Vaughan dedicated a 1.78 acre area by Round Lake to fulfill his park dedication <br /> requirement. The property title for this piece was never transferred to the City. Staff originally <br /> discussed exchanging the previously agreed upon land for an area that could be used as a trail <br /> corridor. Now staff feels it makes more sense to acquire free title to a thirty-foot wide, 1,111 <br /> foot long trail corridor on the Vaughan property. Staff is proposing that the original property be <br /> given back to Mr. Vaughan. A ten foot trail would be constructed to connect with the existing <br /> 0 trail east of Phase IV in the Gateway Business District. <br />
