3. Connect neighborhoods to the City's trail system by constructing pedestrian <br /> crossings that eliminate or avoid conflicts with major transportation barriers. <br /> 4. Strengthen the existing neighborhood park system by making improvements <br /> as determined through the annual budgeting and CIP process. <br /> 5. Develop the TCAAP area Nvith an integrated neighborhood park and trail <br /> system. <br /> 6. Work with the surrounding communities to plan the Joint Athletic Facility. <br /> 7. Develop a community park in the Civic Center area of TCAAP. <br /> 8. Expand recreation activities to meet a broader variety of ages and interests. <br /> 9. Strive to involve users in the parks and recreation planning process. <br /> 10. Pursue outside funding sources for park and trail improvements. <br /> 11. Require new neighborhood parks to be a minimum of 5 acres in size to <br /> ensure viable space for active recreation. <br /> III. EXISTING FACILITIES AND SERVICE AREAS <br /> FACILITIES <br /> Arden Hills has over 145 acres of City-owned parks and open space within its <br /> borders, along with approximately 208 acres of land in the Tony Schmidt Lake <br /> Johanna County Park (See Map 5.1). The City system includes: <br /> ■ 7 small parks ranging from 1 acre to 5 acres in size <br /> ■ 4 neighborhood parks ranging from 12-20 acres in size <br /> ■ 2 natural conservancy areas totaling 55.5 acres <br /> Each park and its facilities is noted in Table 5.1. Trails extend through portions <br /> of the City's neighborhoods, both off-road and on-road as shown on Map 5.1. <br /> SERVICE AREAS <br /> Residents are typically able and willing to walk 1/4 to 1/2 mile to reach a <br /> neighborhood park. Map 5.2 shows 1/4 and 1/2 mile service areas for <br /> neighborhood parks in the City. This ser.,:ce area is disrupted in several areas by <br /> major physical barriers including major roads, rail lines and lakes. These <br /> obstacles present effective barriers for pedestrians, resulting in disconnected <br /> neighborhoods and lack of access to city park and trail facilities for some <br /> neighborhoods. <br /> • <br /> Page 2 of 8 <br />
