CITY OF ARDEN HILLS <br /> PARK AND RECREATION COMMISSION MEETING <br /> MINUTES, SEPTEMBER 25, 1990 <br /> . Call to Order <br /> The regular meeting of the Arden Hills Park and Recreation <br /> Commission was called to order at 7 : 35 P.M. by Chair David Sand. <br /> Roll Call <br /> Present: David Sand, Keith Enrooth, Carol Johnson, Mark Magers, <br /> Don Messerly, Dorothy McClung, Tom Mulcahy, and Alan Montgomery. <br /> Absent <br /> Pattie Green. <br /> Also Present <br /> Councilmember Tom Mahowald, Program Supervisor Cindy Severtson <br /> and Parks Director John Buckley. <br /> Approval of Minutes <br /> Minutes of the June 26 meeting were approved as mailed. <br /> Council Report <br /> Bruce Vento Meeting: <br /> Congressman Vento chaired a meeting on Saturday, September 22 to <br /> discuss availability of Arsenal property for an athletic field <br /> complex. People present at the meeting included Bruce Vento, <br /> • Kate Seng, from Vento's St. Paul office, Don Lappin, Chief of <br /> General Law-Office of Army Counsel, Tom Mickley, Army Rep. -Real <br /> Estate, Mark Schmitt, MPCA Project Mgr. , Greg Mack, Ramsey Co. <br /> Park Director, Bob Nethercut, Chairman, Ramsey Co. Park Board, <br /> Mayor Sather, Councilmembers Mahowald, Hansen, and Malone, Parks <br /> Director Buckley, Program Supervisor Severtson, City <br /> Administrator Berger, Barb Johnson, Metropolitan Council, and <br /> Larry Jones, Bulletin reporter. <br /> Three main points were discussed: Risk Assessment Study (should <br /> be completed in early 1991) , Safety Factor (storage of explosives <br /> on the site) , and Security Factor (securing the site from <br /> remainder of Arsenal) . <br /> Conclusion: It is premature to discuss availability of Arsenal <br /> site before a Risk Assessment Study is completed. <br /> City Survey: A city-wide survey is now being conducted. Results <br /> should be available in October. Part of the questions in the <br /> survey will ask residents to evaluate the parks and programs. <br /> Councilmember Mahowald and Buckley will meet with John McClung to <br /> discuss pre-development park dedication of property on trail. <br /> Successful dedication would complete the last section of trail <br /> from City Hall to power line trail located just north of Colleen <br /> • Avenue. <br />
