--------------- <br /> In recent months the plan to improve Pickerel Lake with MAC assistance has been <br /> threatened by a definition of terms. According to the Environmental Protection agency <br /> and the Army Corps of Engineers,Pickerel Lake should not receive the funds because <br /> it is not a true mitigation. It does not create anything new or restore an area that has been <br /> destroyed. The Corps feels that the work on Pickerel Lake would actually create a net <br /> loss of wetlands. <br /> The Department of Natural Resources has approved mitigation for the Pickerel Lake <br /> site,however one mitigation permit has expired and plans need to be settled again. At <br /> that time the MAC mitigation will again be evaluated. In the mean time,no work on <br /> preserving Pickerel Lake can begin. Contact <br /> Karen Dupaul at 776-0550 for further details. <br /> Trails proposed A new regional park policy plan seeks to create seven new trails close to the urban <br /> population and is looking at more trails in the next four years. <br /> Six proposed trails are:Fridley to Ramsey in Anoka County;Long Lake Regional Park <br /> in New Brighton to Keller Regional Park in Maplewood;downtown St.Paul to Lily dale <br /> Regional Park in St.Paul and Lilydale;Phalen Regional Park to Mississippi River Blvd. <br /> in St.Paul and each side of the Mississippi River from Minneapolis Central Riverfront <br /> Regional Park near downtown to North Mississippi Regional Park in north Minneapolis. <br /> A seventh trail from Minnehaha Creek through Bloomington and Richfield awaits light <br /> rail transit decisions. <br /> The proposal also extends a planned trail which would interconnect Lilydale,St.Paul <br /> and Fort Snelling State Park. <br /> The Met Council will hold a hearing on the revised parks policy in February. Contrary to popular opinion,most of that litter is not <br /> thrown from fast moving cars by disreputable people who are slightly inebriated. Most <br /> of it blows from uncovered trucks,open trash cans,and other poorly sealed containers. <br /> If you see a truck cruising down the freeway blithely unloading itself as it rolls along, <br /> jot down the vehicle license number and the name of the company who owns the vehicle. <br /> Call and register a complaint.
