“The Why” <br />Ramsey County Public Works & <br />Partners Campus Fence Project <br />Owner: Ramsey County <br />Properties: 1411, 1425 Paul Kirkwold Drive, Arden Hills, MN 55112 <br />Statement of Need: Ramsey County Sheriff’s Office <br />•The campus houses several critical functions, including patrol, emergency communications, and public <br />works.The campus is “wide open” and drivable with only a partial security fencing solution present, leaving <br />county and personal assets left unsecured. <br />•The campus is a vital infrastructure: 24-hour emergency services (public safety, emergency communications, <br />and public works).The campus stores equipment, vehicles, evidence, and property.There is no ability to <br />secure the campus and no secure areas. <br />•Over the last year, protests and riots (civil unrest) took place across the United States and in the Twin Cities. <br />It is estimated throughout Minnesota over $500 million in property damage occurred during the riots, with <br />the majority in Minneapolis and Saint Paul. Government buildings have become a target and site for <br />demonstrations. Given the critical and vital services provided at government buildings, there is a need for <br />enhanced security. Should there be a breach of security, several emergency services would be compromised.
