TASK FORCE RECOhMENDATIONS:
The Parkway Task Force recommends that the following action be
taken to begin implementing the development of a parkway system in
Arden Hills:
1. The City Council should adopt, after Planning Commission
review and recommendation, the proposed parkway routes and
Community gateways (See Exhibit 1) as part of the Transportation
Element of the Comprehensive Plan.
2. The City of Arden Hills should support Ramsey County's request
to have Tony Schmidt Park designated as a regional park by the
Metropolitan Council . Such designation would provide access
to additional funding sources for park development and might
speed the improvement of the streetscape of Lake Johanna
Boulevard as it passes through Tony Schmidt Park.
3. If Tony Schmidt Park receives regional park designation, the
City should work with the County Parks Department and Public
Works' Department to pursue the development of a parkway proto-
type on Lake Johanna Boulevard within the park area .
4. As segments of County Roads ire scheduled for improvement or
reconstruction, the City should work with the Ramsey County
Department of Public Works to develop roadway designs com-
patable with the City' s parkway concept.
5. The City should encourage the private utility companies to
bury overhead lines along designated parkway routes when
roadway segments are reconstnicted or when such overhead lines
require major repair or replacement.
6. The City should invite the participation of civic groups and
private citizens in the development of designated Community
gateways. The City should offer design and co-ordination
services for any group which offers to provide materials ,
labor, or funds to accomplish gateway landscaping as a means
of encouraging such participation.
-18-
