I . CONCLUSIONS: • <br /> The preceding analysis has resulted in the following con- <br /> clusions: <br /> 1. Although the establishment of a parkway system in the <br /> true sense of the term ( i .e. scenic roadways for non- <br /> commercial traffic only and with limited access to <br /> adjacent properties) is not feasible in Arden Hills <br /> because of the existing level of development, improve- <br /> ments can be made which will lend a parkway character to <br /> selected routes. <br /> 2. Parkway system improvement efforts should concentrate on: <br /> a. Reduction of excessive pavement widths . <br /> b. Separation of pedestrian/bike paths from the vehicular <br /> roadway. <br /> C. Beautification of roadways through more intense and <br /> uniform boulevard landscaping. <br /> 3. Establishment of a parkway system in Arden Hills can <br /> feasibly be accomplished only through a long-term improve- <br /> ment plan. Implementation of such a plan would require: <br /> a . Co-ordination with Ramsey County in the design of <br /> future County road reconstruction projects in order <br /> to achieve separated bike/pedestrian paths and • <br /> reduced pavement widths . <br /> b. Working with the County to achieve the relaxation of <br /> the present landscaping restrictions along future <br /> parkways. <br /> C. Co-ordination with individual property owners to <br /> encourage private planting , or permit publicly <br /> financed planting or private property, to enhance <br /> the parkway character. <br /> d. Co-ordination with utility companies for the burial <br /> of overhead power and telephone lines when replacement <br /> of various segments is required. <br /> 4. Based upon the various factors evaluated in this analysis , <br /> the following routes have the greatest potential for <br /> parkway development: <br /> a. Lake Johanna Boulevard from County Road E to Snelling <br /> b. Snelling Avenue from T.H. 51 to I-694 <br /> C. Co. Rd. E-2 from Snelling Avenue to I-35W <br /> • <br /> -7- <br />
