1 <br /> Mr. Mack informed the Commission that the Metropolitan Parks and Open Space Commission <br /> recommended that the Metropolitan Council utilize its bonding authority and sell short-term <br /> bonds to provide a base of funding for the regional park system CIP. It is estimated that the <br /> Metropolitan Council's current bonding authority could produce$6.5-$7 million per year. No ad- <br /> ditional legislative action would be required. However, the Council would have to officially de- <br /> fease outstanding bonds. Ms. Gohl noted that many Council members have indicated support for <br /> this approach, at least as an interim strategy. <br /> A discussion ensued about the need for a stable source of CIP funding. Commission members <br /> agreed that regional bond proceeds could be used as matching funds to secure other State and <br /> Federal funding. <br /> Mr. Edmonds moved, seconded by Ms. Ford, that the Commission recommend that the <br /> Metropolitan Council use its bonding authority to secure acquisition and development fund- <br /> ing for the regional park system. Motion carried. <br /> Consideration of a Land Exchange Proposal from H.B. Fuller Company, Willow Lake Nature <br /> Preserve <br /> Mr. Mack distributed background information on the Willow Lake Nature Preserve. H.B. Fuller <br /> Company, which owns the land surrounding the Ramsey County open space site at Willow Lake, <br /> has requested an exchange of property with Ramsey County. The two parcels proposed to be ex- <br /> changed are equal in size, 4.14 acres each, and similar in character. H.B. Fuller Company requests • <br /> the exchange because the open space property is in close proximity to their proposed corporate <br /> headquarters development. Staff feels that the exchange would have no impact on the nature pre- <br /> serve. Ms. Gohl moved, seconded by Mr. Botzek,that the Commission recommend approval of <br /> H.B. Fuller Company's land exchange request. Motion carried. <br /> Mississippi National River and Recreation Area <br /> Mr. Mack said the thrust of the Preliminary Proposed Action for the Mississippi National River <br /> and Recreation Area is consistent with recommendations outlined in his letter dated May 15, <br /> 1992, to the National Park Service which was endorsed by the Commission May 12, 1992. The <br /> Preliminary Proposed Action provides a guideline for future land use decisions,but a master plan <br /> that prescribes specific permitted land use is needed. Mr. Mack feels that the future role of a Mis- <br /> sissippi River Coordinating Commission needs to be better defined. <br /> Ms. Ford moved, seconded by Mr. Frank, that the Commission recommend support for bal- <br /> anced resource protection,visitor use and economic development within the Mississippi River <br /> Corridor. Motion carried. <br /> Ms. Gohl will contact members of the Mississippi River Coordinating Commission before the <br /> joint meeting on October 20, 1992, in an effort to clarify the proposed future role of the Commis- <br /> sion. <br />
