PARKS & RECREATION BOARD MEETING MINUTES <br /> September 28, 1993 <br /> CALL TO ORDER <br /> Meeting called to order at 7 : 35 p.m. <br /> ROLL CALL <br /> Present: Kreidler, Labine, Magers, Messerly, McClung <br /> Also Present: Cindy Severtson, Parks & Recreation Director <br /> Terry Post, City Accountant <br /> APPROVAL OF MINUTES <br /> Minutes of the May 25, 1993 meeting approved. <br /> PARK FUND STATUS UPDATE <br /> Terry Post, City Accountant, gave an update on the present Park <br /> Fund status. He gave possible spending scenarios realizing that <br /> dedication money is on the decline. Should the committee decide to <br /> only spend interest (approximately $20, 000) this would limit the <br /> amount of improvements to parks and trails. Future spending <br /> policies need to be established. <br /> 1993 PARK DEVELOPMENT UPDATE <br /> Severtson reviewed projects completed in 1993 . Spending will be <br /> approximately $43 , 025. This is the last year that any park <br /> maintenance salaries will be taken from this account. Projects and <br /> expenses are listed on the handout. <br /> TRAIL DEVELOPMENT PLAN <br /> Severtson informed the members that the trail south of Arden View <br /> Drive is currently located partially on townhouse property. The <br /> City has an easement that we are not using of 20 ft. in back of <br /> house #1479 and #1470 and an easement of 40 ft. in back of #1980. <br /> Messerly motioned, seconded by Kreidler, to make this trail a <br /> priority. Motion carried. Severtson will meet with John McClung <br /> to discuss obtaining an access when he develops the property needed <br /> to continue this trail. As the trail is developed, residents with <br /> adjoining property will be notified that the trail will be moved up <br /> to the easement area. <br /> Severtson asked for volunteers to form a task force to help develop <br /> a comprehensive trail plan for the City. Such a plan is necessary <br /> in applying for most grants. It is not necessary that all trails <br /> • be proposed to be paved. Magers, Kreidler, McClung showed an <br /> interest. Severtson will contact those volunteers about developing <br /> a plan as time allows, beginning of 1994 . <br />
