i . <br /> The following are outcomes of the 1993 Arden Hills Strategic Planning <br /> session by Council and staff: <br /> 1. Common themes in the City visioning: <br /> • Development of the Arsenal. <br /> • Parks & trails. <br /> • Economic Development, especially in the Round Lake and <br /> Lexington Avenue area. <br /> • Transportation. <br /> • Infrastructure improvements to include sidewalks, <br /> curbs, and streets. <br /> • New City Hall and Public Works facilities. <br /> • Expansion and maintenance of the quality of life <br /> (environment, recreation, etc.) . <br /> • Expanded retail development. <br /> 2. Points of Divergence or difference in the visions: <br /> • The degree of residential versus business development <br /> that will occur. <br /> • The effect that outside agencies and forces will have <br /> on the future of the City of Arden Hills. <br /> • The degree of proactive versus reactive development <br /> that will occur in the comiminity. <br /> 3. Critical performance factors/issues: <br /> • Economic development opportunities. Maintaining <br /> control of the Arsenal property so that other <br /> agencies will not interfere/intervene in its <br /> development direction. <br /> • Ensuring significant utilities are available to <br /> support development of Arsenal property. <br /> • Establishing cooperative funding ventures to meet <br /> future needs. <br /> • Expanding the availability and use of grant monies. <br /> 4. Goals for the City of Arden Hills: 1993-95 <br /> High Priority Goals <br /> • Capture/acquire Arsenal property: Hamline/Lexington <br /> Avenue, Highway 96 to I. <br /> • Locate a "key" occupant for GBD. <br /> • Foster a stable and effective staff culture. <br /> The City will have constructed a new City Hall <br /> facility and a Public Works facility. <br /> • The Council will have aggressively marketed economic <br /> development to targeted investors and employers. <br /> 5. Moderate to lower priority goals: <br /> • Develop an annual community event that will <br /> stress/establish a "sense of community". <br />
