CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: November 22, 1995 <br /> TO: Parks & Recreation Committee <br /> FROM: Cindy S. Walsh, Parks & Recreation Director <br /> SUBJECT: Director comments regarding the November agenda <br /> 5 Year Capital Plan and Gateway Gardens <br /> I have enclosed a copy of the dates that each of the playstructures were built in the parks. I have <br /> chosen the oldest structures and inserted them in the Capital Plan. We should continue a <br /> replacement program for the playground structures on a 10 -12 year schedule. <br /> The capital plan also reflects the Committees past discussion to recommend spending $20,000 <br /> per year on trails. We may want to combine two years worth of money like we are doing in 1996 <br /> ($40,000) to develop a larger section at one time. Keep in mind that the "west leg" segment, <br /> which connects with the proposed 1996 trail, is estimated to cost $10,500. If we receive <br /> competitive bids, Mayor Probst recommends developing that section in 1996 too. If not in 1996, <br /> it would be an inexpensive piece to do in 1997. <br /> The final thing I have included in the 5 Year Capital Plan is money to upgrade a Community <br /> Flower Garden location each year. The Committee needs to prioritize the upgrade locations. <br /> The Capital Plan does not include items; such as, seal coating trails, resurfacing tennis and <br /> basketball courts, replacing of basketball backboards and other maintenance items that have been <br /> funded by the Park Fund in past years. The City Council has agreed with my recommendation to <br /> include all maintenance items in the Park Maintenance General Fund budget. <br /> 1996 Goals <br /> Representatives from the Parks and Recreation Committee will meet with the City Council on <br /> December 21 to review 1995 goals and set 1996 goals. Please formulate a few possible goals for <br /> the Committee next year. <br /> Trail Segment Priorities <br /> Included in your packet is a map highlighting the priority trail segments, which were discussed at <br /> the October meeting. The City Council was supportive of this proposal. They did suggest <br /> including residents along the west segment for the December 12 meeting. We could then meet <br /> all the residents at one time to discuss the entire plan. If bids are low, we may consider <br /> developing additional segments in 1996. <br /> • <br />
