Recommendations — <br /> Grade Separated Trail Connections— <br /> Constructing grade separated trail crossings of major roads <br /> and railroads is one of the most important actions the City can <br /> take to improve the trail network, enhance access to parks <br /> and tie the community together. Federal T-21 grants are <br /> available for many of these trail crossing improvements. The <br /> following are priority trail crossings: <br /> County Road E over Highway 51/14amline Ave. —The <br /> existing bridge is very narrow and unsafe for pedestrians or <br /> bicyclists. This location is a key connection between the east <br /> and west portions of the city. The City should work with <br /> Ramsey County and MnDOT to either expand the bridge <br /> width to create adequate pedestrian/bike crossings or build a <br /> freestanding bike/walk bridge next to the vehicle bridge. <br /> Highway 96 - Trail underpasses should be installed at <br /> selected locations between Highway 10 and Lexington <br /> Avenue, when Highway 96 is rebuilt. These grade-separated <br /> connections will provide access to City Hall and the TCAAP <br /> area. A trail crossing of Highway 10 should also be <br /> incorporated into the Highway 96/10 intersection, when it is <br /> rebuilt. <br /> Highway 10—Two grade-separated trail crossings are <br /> proposed. One,just south of Royal Hills Park and another <br /> within TCAAP, north of Highway 96. <br /> I-35W—Convert the existing railroad bridge located just <br /> north of I-694 to a pedestrian/bike trail crossing. This trail <br /> would connect the Round Lake area to the City of New <br /> Brighton trails. A second trail bridge is proposed to be <br /> located north of Highway 96 to connect the TCAAP area <br /> with Long Lake Regional Park and New Brighton. <br /> Mpls. St. Paul& Sault St. Marie Railroad—Ramsey <br /> County proposes to construct a north- south trail crossing <br /> under the railroad tracks between the south section of Tony <br /> Schmidt Park and Charles Perry Park/north section of Tony <br /> Schmidt Park.
