Arden Hills Park and Recreation Committee Meeting <br /> December 18,2001 5 <br /> • Committee Member Crassweller stated that, with all due respect, he would like to see the motion <br /> passed. He stated that he does not want any substitute changes made by City Staff once the work <br /> on the document is completed and they have made the motion. He stated, very clearly, that he <br /> does not want any changes made to this document by City Staff. He stated that he wants to be <br /> assertive about the fact that they have done a lot of work and that within the motion it does not <br /> deter the City Administrator from reviewing the document. <br /> Committee Member Tix asked for clarification as to why the City Administrator wanted to see <br /> the document. Mr. Moore clarified that they just want to review the document for errors and to <br /> be sure it is pristine. <br /> MOTION: Committee Member Crassweller moved and Committee Member Zilmer seconded <br /> to allow Mr. Ingraham to make the changes and amendments discussed, to <br /> formulate and finalize the document for presentation to the Council. The motion <br /> carried unanimously. <br /> COUNCIL UPDATE <br /> Council Liaison Larson provided a City Council update to the Committee. He stated that they <br /> adopted the levy for 2002, the General Fund and Capital Investment Budget. He stated that they <br /> held a Truth in Taxation Hearing and that they had two attendees. He stated that they adopted a <br /> new Municipal Code of Ordinances and explained that it is a complete overhaul of all their <br /> ordinances. He further explained that they simplified the process and removed items that <br /> required constant housekeeping such as fees and penalties. He stated that this is something the <br /> Council reviews every yea and that notices would be placed in the newspapers that would include <br /> a summary of the changes. He stated that they executed papers for the Church, approved a PUD <br /> for the first of the small business developments and he reviewed the reading of the Lake <br /> Ordinance classifications and explained their process to the Committee. He stated that the <br /> Council had a very interesting presentation and that they had an opportunity to tour the indoor <br /> malls for discount stores. He stated that they met with a new consortium, originally introduced <br /> to them by Senator Rod Gram, which is interested in the T-cap. He explained that the <br /> consortium consists of Greybein Construction, Centex Homes and several local engineering and <br /> legal firms. He stated that the common connection is that they were all involved in the Upper <br /> Levy Development Project and they are interested in doing something similar in the T-cap area of <br /> Arden Hills. He stated that they presented their proposal to the City Council last night, <br /> December 17, 2001 and reviewed the content of the presentation with the Committee. He stated <br /> that the biggest decision for the Council would be to provide these developers with exclusive <br /> rights and that in return they would help finance the capital improvements that would go into this <br /> area. <br /> Council Liaison Larson complimented the Committee stating this meeting is significant in that it <br /> is the completion of a large amount of work that has been done over the year. He acknowledged <br /> • the amount time and work spent by the Committee and stated that they have done a very good <br /> job. He stated that he is sure the Council would see this work very favorably. <br />
