CONCLUSIONS <br /> • 1. The development of a true parkway system, (that is scenic roadways <br /> with limited access and for non-commercial traffic only) is not <br /> feasible in Arden Hills because the system must follow existing <br /> routes which cannot be restricted in that manner. <br /> 2. If the City wishes to pursue the development of a parkway system, <br /> its efforts should concentrate on: <br /> Separation of bike/pedestrian paths from the roadway to <br /> reduce pavement widths, and <br /> �b. Beautification of roadways through more intense and/or <br /> uniform landscaping. <br /> 3. The County's present restrictions on landscaping within the rights- <br /> of-way of County roads present a major barrier to the development <br /> of streets with parkway character.
