Minutes of Regular Parks and Recreation Committee Meeting, November 26 <br /> Page two <br /> Miller felt only thing that could decrease Hamline Avenue traffic flow would <br /> be a change in the I-694 intersection. <br /> He noted that Hamline is a City-State Aid road, is considered a "collector" <br /> street, whereas Lexington is considered "minor arterial". Partial funding <br /> for this improvement is coming from MSA funds, which necessitates meeting <br /> State standards on lane width, etc. <br /> - Anderson stated she did not feel the center lane would "do any good"; would <br /> only make traffic move faster; is concerned about non-residents using the <br /> route more intensely as a connection from Highway 96 to I-694; asked how resi- <br /> dents wishing to use the pathway would be able to cross the road. She felt <br /> the proposed plan created too much of a through-way; makes the route more <br /> attractive for through traffic; feels the route functions just fine as it <br /> is, would like only addition of a bikeway. <br /> - Mulcahy asked if resident input had been obtained to this plan; does this <br /> represent an improvement for the residents along Hamline, or just create more <br /> problems for them? <br /> - Mishek, Enrooth and Peterson reported their observations that a center turn <br /> lane improves safety, should be included in the plans. <br /> - Anderson asked if it would be feasible to cdnsider eliminating the turn <br /> lane, providing instead a parking lane and striped bikeway along the road. <br /> She expressed concern about the speeds drivers may average when the road is <br /> improved, and safety of anyone attempting to cross the road. <br /> Committee discussed at length various methods of providing a way for persons <br /> to cross Hamline safely at various places along the route, felt this was a <br /> definite need. Suggestions included sidewalk on both sides of the route, <br /> crosswalks, or stop signs (at Wyncrest and/or Briarknoll). <br /> Motion was made by Gillies, seconded by Mishek, that Committee recommend to <br /> Council that $50,000 - for a planting plan and for plantings along Hamline <br /> Avenue - be included in the project's budget, and that a solution for the <br /> persons who will be isolated on either side of the route if only one sidewalk <br /> is constructed be sought. Motion carried unanimously. <br /> Council Report <br /> Councilmember Hansen reported on Council actions of interest to the Parks <br /> Committee. She reported that the Public Works Committee had looked into <br /> the advisability of establishing a Village leaf pickup service; conclusions <br /> will probably be that it is not practical to provide such a service. <br /> The Council has ordered a feasibility study for construction of an additional <br /> water tower. <br /> Council has approved profits from pull-tab gambling operation at Blue Fox <br /> going to the Park Fund, subject to Attorney Lynden's approval. <br /> • Council will be appointing 1986 committee members soon, invited all present <br /> committee members to remain for an additional year as members of this com- <br /> mittee, and asked they inform her before January 1 if they do not wish to <br />
