4 <br /> Minutes of Regular Parks and Recreation Committee Meeting <br /> Village of Arden Hills <br /> September 24, 1985 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:40 p.m. by Chairman Sand. <br /> Roll Call <br /> Present: D. Sand, G. Dreyling, M. Gillies, T. Mulcahy, J. Otto, <br /> M. Peterson <br /> Absent: A. Anderson, K. Enrooth, D. Klick, D. Messerly, J. Mishek, <br /> Also Present: Councilmember N. Hansen <br /> Parks Director J. T. Buckley <br /> Approval of Minutes <br /> It was moved by Mulcahy, seconded by Otto, that the minutes of July 23, 1985 <br /> be approved as mailed. Motion carried unanimously. <br /> Council Report <br /> Councilmember Hansen reported that the proposed 1986 budget for Parks and <br /> Recreation Committee had been approved by the Finance Committee, with one <br /> change -- playground fees were increased from $5.00 to $7.50. Budget now <br /> goes to the full Council for its approval. Finance Committee expressed <br /> concern about the high cost of operating skating rinks; requested that Buckley <br /> and the Parks Committee research methods of keeping these costs under con- <br /> trol, and of providing alternate types of winter activities for all citizens, <br /> • e.g. cross country skiing, sliding, etc. The Finance Committee discussed <br /> at length the possibility of charging for use of rinks; no action was taken <br /> nor recommendations made. <br /> Peterson asked if Finance Committee had discussed differential in salary <br /> between Public Works and Parks maintenance workers and Parks' recommendation <br /> that this be eliminated; Hansen stated that Council and Finance Committee <br /> are aware of the recommendation; that 1986 budget plans call for minimal <br /> salary increases in all areas; anticipates no action will be taken, if deemed <br /> desirable, until comparable worth studies have been completed. <br /> Hansen reported that Hamline Avenue surcharging should begin shortly. <br /> Committee, noting that Hamline Avenue is part of the future Parkway plans, <br /> recommends to Council that Hamline Avenue plans and specifications be re- <br /> ferred to the Planning Commission and the Ux-ark�-and -Recreation Committee <br /> for review when prepared, as required by amendment to the Transportation <br /> Element of the Comprehensive Development Plan. <br /> 1986 Park Development Program - Status of Park Fund <br /> Deputy Clerk Zehm prepared for the Committee a list of future available lands <br /> for development, with Assessor's estimated market values. This shows that <br /> the amount that can be anticipated for future park dedication funds could <br /> be conservatively estimated at $150,000. (Current fund balance is $257,700± <br /> with $35,000 outstanding dedicated funds). <br /> • Buckley noted that, with these funds, all land acquisitions desired could <br /> be completed, and initial development of all parks completed. It was noted <br /> that future expenditures would be more of a maintenance issue than capital <br /> outlay. <br />
