Approximately 1/3 of Arden Hills youngsters now reside in <br /> the northern area. Questioned about constructing rink, lights <br /> and shelter at separate times, to reduce "lump sum costs", Buckley <br /> felt it was not a good use of funds to construct a rink without <br /> lights and a shelter -- usage would be too limited. <br /> Park Item Cost <br /> No. Snelling Site Preparation* $30,000 <br /> *Not included in approved Guidelines. However, since land has <br /> been acquired and the Church has begun construction, Committee <br /> concurred with Buckley's recommendation that site preparation <br /> be moved from "Medium Priority - 4 to 6 years" category to <br /> 1986, felt it should be a high priority item. $2,000 is being <br /> added to Park Planning category for development of total site <br /> plan for this park by Planner Miller. <br /> Trails Surfacing $2,000 <br /> Planner Landscape planning 500 <br /> Site Plan for No. Snelling Park 2,000 <br /> • Subtotal, Capital Outlay, Park Fund $122,650 <br /> Arsenal** Grading $25,000 <br /> Parking 7,000 <br /> Ball Fields 15,000 <br /> Back Stops 51,000 <br /> Grand Total, Capital Outlay, Park Fund $220,650 <br /> **If land becomes available; very unlikely in 1986. <br /> Mulcahy stated that these proposed expenditures would severely deplete the <br /> Park Fund. Committee discussed at length what future expectations could <br /> be of park dedication monies, and how future park improvements could be funded <br /> when these monies are no longer coming in. The idea of establishing an <br /> "Endowment Fund" with dedication funds received, and using only income from <br /> this for improvements each year was discussed; seeking donations from various <br /> businesses was discussed; exploring funding from Village tax levy or bond <br /> issue was briefly mentioned. A listing of undeveloped lands in the Village <br /> will be furnished to the Committee at its next meeting to better calculate <br /> future possible income. Buckley was asked to look into possibility of setting <br /> up endowment fund and into alternate methods of financing. <br /> Committee discussed which projects, listed for 1986, could be most easily <br /> delayed should it seem wiser to expend fewer dollars in 1986.
