CONCLUSIONS <br /> 1. The development of a true parkway system, (that is scenic roadways <br /> with limited access and for non-commercial traffic only) is not <br /> feasible in Arden Hills because the system must follow existing <br /> routes which cannot be restricted in that manner. <br /> 2. If the City wishes to pursue the development of a parkway system, <br /> its efforts should concentract on: <br /> a. Separation of bike/pedestrian paths from the roadway to <br /> reduce pavement widths, and <br /> b. Beautification of roadways through more intense and/or <br /> uniform landscaping. <br /> 3. The County's present restrictions on landscaping within the rights- <br /> of-way of County roads present a major barrier to the development <br /> of streets with parkway character. If significant landscaping is <br /> to be accomplished, it will have to be located behind the right-of- <br /> way line. <br /> 4. Development of a parkway cross-section within segments of candidate <br /> parkway routes with right-of-way widths of less than 80 feet is not <br /> considered feasible. <br /> 5. Establishment of a parkway system in Arden Hills can only be <br /> accomplished through a long-term improvement plan. Implementation <br /> of such a plan would require: <br /> • a. Co-ordination with Ramsey County in the design of future <br /> County road reconstruction projects in order to achieve <br /> separated bike/pedestrian paths and reduce pavement <br /> widths. <br /> b. Working with the County to achieve the relaxation of the <br /> present landscaping restrictions. <br /> C. Co-ordination with individual property owners to en- <br /> courage private planting, or permit publicly financed <br /> planting on private property, to enhance the parkway <br /> character. <br /> d. Co-ordinate with NSP for the burial of overhead power <br /> lines when replacement of various segments is required. <br /> 6. Based upon the right-of-way widths, traffic volume, availability of <br /> landscaping space, beyond right-of-way lines, and exposure to <br /> natural amenities, the following routes have the greatest potential <br /> for parkway development: <br /> a. Lake Johanna Boulevard from Stowe Avenue to Snelling <br /> b. Snelling Avenue from T.H. 51 to I-694 <br /> C. Co. Rd. E-2 from Snelling Avenue to I-35W <br /> -4- <br />
