INTRODUCTION <br /> in its 1?73 Comprehznsi ve Park: Rep.crt, the Arden Hills Parks <br /> and Recreation: rUMMIctwe Outlined a pthiloscphy for the provision <br /> of neighborhood parks and recreational opportunities for its <br /> residents. The nature cf this philosophy was based, in part, <br /> upon a recreational survey in which 369 residents participated. <br /> This philosophy was refined as the Committee, the Parks and <br /> Recreation Department and the Arden Hills Council engaged in the <br /> business of providing recreational ,.Facilities and services to c? <br /> rapidly growing community. When Arden Hills published its <br /> Comprehemai°ve Flan. in 1980, two goals were included for <br /> recreational and open space planning <br /> 1. Provision of facilities to serve bath the passive and <br /> the active recreational veers of Arden Hills residents of all <br /> ages and <br /> ?. Preservation of open space to enhance the community <br /> environment. <br /> This latter document stressed the provision of neighborhood parks <br /> j of nad by a trail system and attention to passive as tall as <br /> active recreational opportunities. <br /> Recently the Arden Hills Co;Inc i 1 hired a consultant to <br /> evaiu to the Parks and R`_''cre ation Frcgr m. in his report o-F <br /> October- 31, 19S3, Charles Tooker commended the city fear- a we 1 <br /> developed long range plan for the provision o? recreational areas <br /> and recommended that an updated survey of residents be conducted <br /> to keep recreational faciiiiy development and programming <br /> responsive to tha community. <br /> In response to a request from John Buckley, the Arden Hills Parks <br /> and Recreation Director, this letter proposal is submitted to the <br /> City by Diocentric, Inc. , and is diracted toward designing a <br /> program which will answer questions raised by Tuoker, by the . <br /> Parks and Recreation Committee and its Director and by the <br /> Council . <br /> Biocentric is a local research firm, founded in 1968 by its <br /> president glary Bl omqui st and located in Arden Plaza. The firm is <br /> actively involved in numerous research studies, including survey <br /> research for government at various levels. Current projects <br /> include a 10 month survey of recreational boating activities <br /> throughout the metropolitan area for the Department of Natural <br /> Resources, and projects for the Metropolitan Council , one of <br /> which is a survey research study concerning aviation-related <br /> activity can the part of Twin Cities firms and one concerning the <br /> location of a speed skating facility in the metropolitan area. <br /> Our recreationally oriented survey research projects for public <br /> agencies have ranged from large, multi-purpose federal-level <br /> projects t a two-year, 1150,000 project relating to use cf the <br /> Mississippi River) , to small single-issue surveys at the i <br /> 1 <br />
