To determine whether the neighborhood parks are being <br /> developed in a way that meets the needs of Arden Hills residents, <br /> 2. To determine whether- current programming efforts are <br /> meeting their needs. <br /> In designing to achieve the -First goal , the survey can focus <br /> on determining who (in terms of their characteristics) actually <br /> !uses the active park facilities, who uses or oth2rwi=e enjoys tie <br /> more passive foatur`3sr who reels more facilities are needed for <br /> their own fam l y's use, and who feels that their neighborhood <br /> park Facilities are adequate as they currently exist. Questions <br /> relating to park devil opment will i r.cl ude those relating to <br /> actual use of existing Arden Hills facilities as well as desired <br /> use. Use Or non-use of existing facilities provid s much <br /> infor-,cation concerning desirability os including specific <br /> features in a park. Those groyps (groups may rel at- to <br /> geographic locations, age, sex, interests or abilities, etc. ) <br /> which appear to be un'derserved should be identified and also <br /> their size determined so that rational judgements can be made vs <br /> to the relative feasibility of providing them with recreational <br /> facilities. The emphasis should be on how the program can best <br /> serve the residents, keeping in mind that there are budg&t <br /> restrictions which preclude "being all things ngs to all people" . <br /> The survey will be developed in such a way that the Parks and <br /> Recreation Committee ttee and the Council can obtain citizen input <br /> into the process of establishing priorities for the use of the <br /> Ci ty' s limited recreational funds. o '_tl ons concerning <br /> relative value of various programs and facilities should be <br /> explored, both in terms of value as compared to other pos_ibl <br /> developments or programs and in terms of effect on the buignt: and <br /> taxes. <br /> In working toward achieving the goals listed above, <br /> tii nce"tr i s proposes to work: with the City through the Parks and <br /> Recreation Committee and the Parrs Director to develop and <br /> analyze a questionnaire relating to whether the park system as it <br /> exists or as it is planned greets the needs oV Arden Hills. <br /> residents. We are proposing to provide the professional service_ <br /> while utilizing Arden Hill, volunteers where passible in order- to <br /> limit the costs to the city. The table below lists those <br /> services to be provided by Bi ocentr i c and those where volunteer <br /> • services can be utilized. The purvey instrument will be a <br /> written questionnaire, mailed with either the utility tills or <br /> with the Town Crier. If any controversial issues are raised <br /> where voluntary mail-backs cannot be expected to result in a. <br />
