SUMMARY OF RECOMMENDATIONS <br /> PHILOSOPHY & GOALS <br /> The philosophy and goals of the Department of Parks and Recreation should be <br /> updated and published once every five years in addition to status reports provided for <br /> the City Council each year prior to adoption of the annual budget. <br /> ADMINISTRATION <br /> The City Council should consider a reorganization of the repop rting structurae of <br /> City Government to make department heads responsible to the Clerk-Administrator. <br /> The Department of Parks and Recreation needs an administrative manual including an <br /> organizational chart, a statement of policies, regulations and proce ures plus a listing <br /> of changes, fees and rentals. <br /> The Parks and Recreation staff should e tionaire which <br /> can be mailed with the utility bill to keep in touch with recreational needs of the <br /> population. <br /> The Parks and Recreation staff needs a written polic�on the acceptance of bequests. <br /> A continuing evaluation of unit costs er ro ram is necessary to establish realistic <br /> fees or service. a relations i etween the total bud et and th of <br /> • Parks and Recreation budget appears o e reasonable based upon the services <br /> provided. <br /> Staff salary ranges compared favQtabl* with other metropolitan area communities, <br /> while Council is in a position to reward demonstrated ability and achievement. <br /> The Capital Improvement Program perhaps should consider alternatives to a 560,000 <br /> N� expenditure for an athletic complex on a remote site in the Arsenal-property. <br /> The Parks and Recreation staff should key t_ r3al and educational statistics on <br /> program participants where possible as an aid in designing future programs. <br /> PROGRAMMING <br /> The Parks and Recreation staff should develop a list of specific program objectives as <br /> an aid in program evaluation. <br /> The Parks and Recreation staff should explore the need for more convenient services <br /> to older residents and attempt to match the program to those needs. <br /> -1 The Parks and Recreation staff should research the enthusiasm of young children in <br /> natural play sculptures bminrP investing artd�tinna� mnniPc, <br /> The Parks and Recreation staff should work with the Parks and Recreation Advisory <br /> Committee on a long range division of labor between the various agencies in the <br /> community which provide recreation services. <br />
