• EVALUATION <br /> PHILOSOPHY do GOALS <br /> The philosophy relating to the role of recreation in the life of individuals and the <br /> community is stated in Section III of The Arden Hills Comprehensive Park Report of <br /> 1973., Essentially, it is the recognition of public responsibility to provide both <br /> recreation space and a variety of leisure time facilities. The same report outlines <br /> some seven foals to be followed in the acquisition and develo nt of these <br /> facilities. TF' ese were re uce to two in the 1980 Comprehensive Plan but amid <br /> by some basic standards for areas and facilities as well as policies on nlanning, <br /> development, dedication/acquisition and on shared facilities. The should leave few <br /> questions about community objectives for public open space. In general these <br /> standards need be reviewed only once every five years, whereas the Director of Parks <br /> and Recreation in Arden Hills has been committed in both plans to a written status <br /> report for the City Council once each year on July 1. In order to make it relevant to <br /> the budgeting process, the report probably should cover the immediate year ending on <br /> May 31. This report is not available for the year 1983. The study produced in 1982. <br /> includes someseven guidelines used in the �PVPI��ment o+ +hP �P�ohhnrhood parks, �s <br /> we.4i as a summary of the years activity. All of the above indicates a well <br /> documented history of public information on thediirr_e_c_tiW of the Department of <br /> Parks and Recreation. None are in conflict wit the a aims and objectives of the <br /> National Parks and Recrea ion Association.
