• <br /> MEMORANDUM <br /> DATE : May 13, 1975 <br /> SUBJECT : Round Lake Count;; Park <br /> From: Parks and Recreation Subcommittee <br /> Philippa Lindquist„ Janet McTavish , <br /> Mary Blomquist <br /> After reviewing the proposal presented by the Ramsey <br /> County Parks and Recreation Department concerning acquisition <br /> of land near Round Lake in Arden Hills , and after considering <br /> the concerns expressed by the adjacent homeowners, we have <br /> developed the following views : <br /> 1 . We feel that water fowl production and public educa- <br /> tion ar3 the highest uses for the Round La1:e area <br /> and we would like to see the area preserved for these <br /> purposes . <br /> ? . These t+.vo functions would be greatly enhanced if some <br /> • upland areas cont;, guous to the area now controlled by <br /> the U. S . Fish and Wildlife Service were maintained in <br /> their natural stare . <br /> 3. We feel that the Ramsey County recreational needs could <br /> be better met in other areas within the county . <br /> 4. We recommend than- the Council determine the effect that <br /> additional open space in Arden Hills has upon the tax <br /> picture as compared to other potential uses (single <br /> family, multiple `amily , commercial , indusirial ) of <br /> land. <br /> 5 . If the Council approves the proposed purchase of land <br /> • by Ramsey County for open space, we would recommend thft <br /> they require that the county would declare a 10 year <br /> moratori rrm on all changes or improvements to the <br /> property and that they investigate what assurance woulc' <br /> be given that this is carried out. <br /> • <br />
