AGENDA ITEMS <br />A. Concept Plan Review (Security Fence and Parking Lot Expansion) at 1411 Paul <br />Kirkwold Drive (Ramsey County Sheriffs Office) — PC 22-013 <br />City Planner Jagoe stated the Ramsey County Sheriff's Office is proposing to install a security <br />barbed wire fence around the Sheriff's Department property, as well as some additional parking <br />spaces. Under current City Code, barbed wire fencing and spiked fencing are prohibited unless a <br />conditional use permit is issued. <br />Wold Architects Representative Jake Wollensack explained the Sheriffs Office campus <br />houses patrol, emergency communications, public works (Ramsey County and Arden Hills), some <br />space for the school district, and 24 hour emergency services. There is currently no security <br />fencing on the southern portion of the facility and no way to secure the facility. They are <br />proposing decorative metal fencing on areas that are more visible, and a portion is proposed to be <br />three strand barbed wire. There would also be two locations they would like to add additional <br />parking, one area behind a secure gate for Sheriffs vehicles (18 stalls), and another area for public <br />parking with 5 stalls and connected to a sidewalk.
