ARDEN HILLS CITY COUNCIL — AUGUST 8, 2022 4 <br />Councilmember Holden reported she would like the County to respond to the speed concerns <br />along Lake Johanna Boulevard. She recommended this issue be addressed at a future work session <br />in order to make this corridor safe for Arden Hills residents. <br />Councilmember Holden explained the Rotary Club's Taste of Hops event would be held on <br />Thursday, August 11. <br />Councilmember Holden stated she has had several residents ask for gaga ball courts in Arden <br />Hills. She requested staff look into installing a gaga ball court within several City parks and that <br />this be discussed at a future work session. <br />Councilmember Holden clarified for the record the Council did not vote down a Costco within <br />TCAAP. She stated she was the only Councilmember against Costco going in right off of I-35W <br />and County Road H for the following reasons: "welcome to TCAAP" would be a sea of asphalt; <br />it was environmentally adverse; the building materials used produce lower taxes; and traffic issues <br />at major access points. She commented on the history of TCAAP and explained she would like to <br />see a lot of small businesses on the TCAAP site versus big box retail in order to really make the <br />development special. She expressed further frustration with the County and questioned when they <br />would begin negotiating with the City. <br />Councilmember Holden stated she received questions regarding the $4 million the City spent on <br />TCAAP, noting the City has been reimbursed for the majority of money by developers. Ramsey <br />County, through the JPA/JDA, has not reimbursed the City as agreed to in the contract. She said <br />the only expenses borne by the City alone are the TCAAP fiber conduit project and litigation costs <br />not covered by insurance. <br />Mayor Grant explained it was great to see residents out and attending National Night Out events <br />last Tuesday. <br />Mayor Grant stated he asked staff to create a Council Activity list to address Council requests <br />such as a speed sign on Lake Johanna Boulevard. <br />Mayor Grant reported he toured Venture Solutions today along with staff, Councilmember <br />Holmes and Councilmember Scott. <br />Mayor Grant indicated he would support the Council revisiting City Code to address the request <br />from Omni Brewing. <br />ADJOURN <br />MOTION: Councilmember Radziej moved and Councilmember Holden seconded a <br />motion to adjourn.
