4 <br /> Minutes of Regular Parks and Recreation Committee Meeting <br /> Village of Arden Hills <br /> • February 24, 1987 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:35 p.m. by Chairman Sand. <br /> Roll Call <br /> Present: Dave Sand, Keith Enrooth, Mary Gillies, Don Messerly, Jim Mishek <br /> Alan Montgomery, Tom Mulcahy, Jim Otto, Mark Peterson, Tom <br /> Suedbeck <br /> Absent: Adele Anderson <br /> Also Present: Council-member Tom Sather, Mayor Robert Woodburn, Parks Director <br /> John T. Buckley <br /> Oaths of Office <br /> The oath of office was administered to Alan Montgomery by Mayor Woodburn. <br /> Approval of Minutes <br /> It was moved by Mishek, seconded by Suedbeck, that the minutes of January 27 be <br /> approved as submitted. Motion carried unanimously. <br /> Council Report <br /> Recent Council actions of interest to this committee were reviewed by Mayor <br /> Woodburn. <br /> • Trails Subcommittee Report <br /> This subcommittee was formed to review all Arden Hills' trails, and make <br /> recommendations for additions and improvements. The particular focus was to <br /> determine if blacktopping of portions of the trails was feasible and desirable. <br /> The committee walked all of the existing and proposed trails. A proposed <br /> schedule for blacktopping was devised, should the committee decide they would <br /> like this. A list of the trails and this schedule is attached to these <br /> minutes. <br /> Peterson stated that asphalt trails should be eight feet wide (to be put in <br /> most economically - trucks laying asphalt are equipped to spread it at that <br /> width). Estimated cost is $7.50 per running foct, which includes 4" base and <br /> 2" blacktop. The subcommittee is recommending two areas be blacktopped in 1987 <br /> -- short trail leading down hill from Chatham area to Valentine Hills School, <br /> and trail access to Floral Park from Norma Avenue (605 feet total). <br /> $7,500 is budgeted in 1987 for trail improvement. This amount would cover this <br /> blacktopping, and grading and identification of the trail leading from the <br /> Village Hall, to Colleen Avenue, and hence to North Snelling Park. Buckley <br /> feels with the development of the Keithson Addition, it is essential that this <br /> trail be laid out and identified this year. <br /> Committee asked that the developer of Keithson be asked if he would consider <br /> grading the trail in conjunction with his own grading. <br /> • Committee comments regarding blacktopping of trails included: <br />
