w <br /> Minutes of Regular Parks and Recreation Committee Meeting <br /> • Village of Arden Hills <br /> November 19, 1986 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:35 p.m. by Chairman Sand. <br /> Approval of Minutes <br /> It was moved by Otto, seconded by Mulcahy, that the minutes of September 23 be <br /> approved as submitted. Motion carried unanimously. <br /> Council Report <br /> Councilman Sather reported that agreement has been reached with Opus <br /> Corporation for park dedication; Opus agreement calls for 7%, payable in even <br /> annual increments over 5 years, with unpaid balance assessed at 4% interest per <br /> year. Opus is currently developing Phase I of a three-phase development; if <br /> they choose to develop phase II or Phase II, the unpaid amount of the park <br /> dedication becomes due before a building permit will be issued. <br /> Negotiations for park dedication are also being conducted with Gerald McGuire <br /> (Edgewater Estates), Welsh Building on Round Lake, and Shannon Square property. <br /> Lindey's Triangle Easement Status <br /> Buckley explained the history of this easement; stated the original owner of <br /> the property is asking Ramsey County to release its easement; Council would <br /> like this committee's input as to whether Village should purchase the land for <br /> • park use, should Ramsey County release its easement. Assessed value is <br /> $56,000; land area would make two buildable lots. <br /> Buckley added that, if it is at all possible, it would be desirable to retain <br /> the land as open space play area for that neighborhood; however, the Arden Oaks <br /> park is across County Road E, Lake Johanna, and Freeway Park near by, so he <br /> does not feel it would be wise to use public funds to pay that price for this <br /> land. <br /> Motion was made by Mulcahy that Committee recommend against any purchase of <br /> Lindey's Triangle property, but with the recommendation that City ask the <br /> County to retain an appropriate amount of land to provide sight clearance at <br /> the intersection for safety purposes. Motion ::as seconded by Mishek and <br /> carried unanimously. <br /> Winter Program Proposal <br /> Committee asked further explanation and charges of proposed after school sports <br /> program; was this the same as "latch key" program earlier proposed? Buckley <br /> expects to charge $1.50 to $2.00 per hour per participant, to cover costs of <br /> good instructors. Program will include a variety of indoor sports; will run <br /> from after-school to 4:30 or 5:00 p.m. <br /> It was moved by Montgomery, seconded by Peterson, that Committee recommend <br /> approval of the proposed winter program to Council. Motion carried <br /> unanimously. <br /> • <br />
