• Minutes of Regular Parks and Recreation Committee Meeting <br /> Page 4 <br /> Committee discussed amount budgeted in Acct. 207, Travel, Conference and <br /> Schools. Committee recommends this be increased to $500 to allow more <br /> training time for employees. <br /> Motion was made by Otto, seconded by Montgomery, that the 1987 budget, as <br /> proposed by Buckley and amended by this committee, be recommended to Finance <br /> Committee and Council for approval. Motion carried unanimously. <br /> Fall Program Proposal <br /> 1987 Fall Program is identical to 1986's, with one addition. Buckley proposes <br /> beginning an experimental after school program at Valentine Hills School. <br /> Recent studies at the University indicate over 50% of elementary age youngsters <br /> are unattended from the close of school until their parents return from work. <br /> At this time plans for the program have not been made; it is expected to be <br /> totally self-sustaining, that fees will equal costs. It will probably begin <br /> with a one to two day a week program to assess interest in such a service. <br /> Committee unanimously encouraged the formation of such a program and agreed to <br /> assist in any way. <br /> It was moved by Otto, seconded by Montgomery, that the 1987 Fall Program <br /> Proposal be recommended to Council for approval. Motion carried unanimously. <br /> • Flower Garden - Yard Beautification Awards <br /> A subcommittee of Messerly, Mulcahy and Montgomery will meet Monday, August 4, <br /> to tour Arden Hills and then submit recommendations for recipients of these <br /> awards in 1986. <br /> Miscellaneous/New Business <br /> Committee members relayed to Buckley their observations of the fine quality of <br /> work and of how hard the Park maintenance personnel worked. Also mentioned was <br /> the high quality of the playground leadership, especially noted at Cummings and <br /> at Hazelnut parks. <br /> Council Report <br /> Sather reported on Council actions of interest to this committee. Committee <br /> expressed its disappointment in elimination of the sidewalk on the east side of <br /> Hamline Avenue; asked if it could be included at a later date. <br /> Sather stated his observation that the Engineer did not lend credence to Park <br /> committee recommendations regarding Hamline Avenue improvement. <br /> Adjournment <br /> The meeting was adjourned at 10:45 p.m. <br /> • <br />
