• Minutes of Regular Parks and Recreation Committee Meeting <br /> Village of Arden Hills <br /> July 29, 1986 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:40 p.m. by Chairman Sand. <br /> Roll Call <br /> Present: David Sand, Adele Anderson, Don Messerly, Alan Montgomery, Tom <br /> Mulcahy, Jim Otto, Mark Peterson <br /> Absent: Gerald Dreyling, Keith Enrooth, Mary Gillies, Jim Mishek <br /> Also Present: Councilman Tom Sather, Parks Director J. T. Buckley <br /> Planner Orlyn Miller <br /> Finance Committee Liaisons Trudy Rautio, Chuck Mertensotto <br /> Approval of Minutes <br /> It was moved by Mulcahy, seconded by Anderson, that the minutes of May 20 be <br /> approved as submitted. Motion carried unanimously. <br /> Cummings Park Hockey Rink, Lighting, and Shelter <br /> Planner Miller presented construction plans and cost estimates for the park <br /> shelter (warming house) previously planned for Cummings Park. (At May meeting <br /> of this committee, Miller had been asked to prepare plans for a garage-type <br /> structure with attractive roof design, large overhangs, and having the front <br /> side extended to create a porch effect - no plumbing). <br /> • Preliminary estimates of the costs of a contractor constructed (stick-built) <br /> versus prefab building revealed that the cost of a contractor constructed <br /> building would be considerably less. Miller is proposing a 20 x 20 foot <br /> building, with a 10 foot overhang in front. The building will have a hip roof <br /> and asphalt shingles. Committee discussed having a shake shingle roof, but <br /> decided against it because shake shingles are (1) more vulnerable to vandalism, <br /> and (2) more flammable. Committee recommends redwood siding. Plans include a <br /> plywood ceiling inside and outside (under overhang). One steel pedestrian door <br /> and one 6 foot wide overhead equipment door are provided. Committee recommends <br /> the equipment door be 8 feet wide. Rationale for this request is that the cost <br /> of an 8 foot door is about the same as a 6 foot door, and the interior will be <br /> more usable for storage purposes with an 8 foot door. Building will be <br /> constructed on a concrete slab. <br /> The quotation does not include cost of electrical wiring. It was Miller's <br /> opinion that wiring could probably be done most economically by the firm <br /> installing the hockey lights. Committee concurred to ask Buckley to get a <br /> quotation for this cost. Committee recommended heating with electric heaters. <br /> Committee further recommends that insulation and interior paneling be added to <br /> the building plans. <br /> Since cost is not expected to exceed $15,000, Committee would like quotations <br /> from several contractors for the building. It would probably take about three <br /> days to prepare the concrete slab; construction time is estimated at three days <br /> • to a week. <br /> Motion was made by Peterson, seconded by Otto, that the following construction <br /> plans for Cummings Park be recommended to Council for approval: <br />
