Buckley <br /> stated that no direct light would be seen at any residents' home; all that would <br /> be seen is a soft glow, with the type of lighting planned. <br /> Tom Leonard, 1116 Amble Drive, spoke at considerable length about his many objections <br /> to the proposed development. He contends that, at the time he purchased his <br /> home, he was told that all of Cummings Park would remain forever in a passive <br /> state, that no development would be done, and added that he feels he has been <br /> lied to, that his property value will go down with the development, that his <br /> privacy has been invaded. He feels that, if this rink goes in, his taxes should <br /> be cut in half. Although Mr. Leonard has six children, and participated in <br /> hockey programs throughout his youth, he feels there is no need for Arden Hills <br /> to provide these facilities; youngsters wishing to skate can walk to Shoreview. <br /> He prefers to see the area remain as it was when he moved in four years ago. <br /> He stated that his house is situated such that the lights will shine in his <br /> windows. Other objections include noise level and traffic, lights possibly <br /> staving on late at night, drinking in park. <br /> Buckley stated that at no time, to his knowledge, was any resident told that <br /> the park would remain entirely passive. <br /> Jeanne Perry, 4414 Amble Circle, expressed concern about additional traffic <br /> turning from Lexington during rush hour; was assured that any hockey practices <br /> or games are usually not scheduled at those hours. . .would be later in the evening. • <br /> Jerry Weaver, 1330 Amble Road, has for many years coached youth teams. He stated <br /> he has never observed a problem at rinks he has used with drinking or with lights <br /> being on at late hours. He added that Arden Hills is short of facilities, its <br /> youth are having to schedule most practice times in adjoining villages; feels <br /> strongly the City should be doing more of its share in providing rinks and fields. <br /> He is strongly in favor of the rink and lights in Cummings Park for these <br /> reasons. <br /> In response to some of Mr. Leonard's objections, Weaver added that he has owned <br /> his home for 15 years; since he has moved to the area, the townhouses across <br /> Hamline from his home have been added, the homes behind; this summer Hamline <br /> will be widened; he feels none of these have diminished his enjoyment of his <br /> home or his property values. <br /> Mr. and Mrs. Ron Hagkull, 1289 Karth Lake Cricle, spoke in favor of the rink <br /> and lights. The Hagkulls have several children; feel Arden Hills lacks active <br /> recreational areas; needs more skating rinks and playing fields. Mr. Hagkull <br /> is also knowledgeable about lighting available; feels it need not be objec- <br /> tionable. The Hagkulls would like assurance that the lighting would be designed <br /> correctly, and would like lighting turned off at 9:00 p.m. <br /> Bruce Haglin, 1234 Wynridge Drive, spoke for the residents in that area. He <br /> stated that Al Montgomery (who could not be present) had contacted 2/3 of the <br /> 40+ homes in the neighborhood that is directly adjacent to the proposed site. <br /> The general feeling is that they support the development, but with the 0 <br />
