• Minutes of Regular Parks and Recreatio <br /> n Committee Meeting <br /> Village of Arden Hills <br /> October 27, 1987 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:30 by Chairman David Sand. <br /> Roll Call <br /> Present: David Sand, Don Messerly, Alan Montgomery, Jim Otto, Jim Mishek, <br /> Mark Peterson <br /> Absent: Adele Anderson, Keith Enrooth, Mary Gillies, Tom Mulcahy, Tom <br /> Suedbeck <br /> Also Present: Councilmember Tom Sather <br /> Parks Director John T. Buckley <br /> Approval of Minutes <br /> The minutes of July 28 were approved as submitted. <br /> Report on 1988 Parks Budget <br /> Buckley reported that the 1988 budget has been approved by Council. Deleted <br /> from that budget was replacement of one 3/4 ton truck (scheduled for <br /> replacement in 1988 on the five year capital outlay plan). The fee for <br /> participation in the summer program was increased to $7.50, from $5.00. <br /> • Council also asked that income from self-sustaining recreation activities be <br /> increased by $2,000, and deleted one part-time summer employee and the proposed <br /> half-time program director. <br /> Committee recommended that Finance Committee liaisons to the Parks Department <br /> be invited to several meetings of the Parks Committee during the next year to <br /> aid in their understanding of Parks Department activities. Committee also <br /> recommended that committee membership in 1988 include representation from the <br /> changing, younger citizens of Arden Hills, with younger children, in order to <br /> reflect the concerns and needs of this group. <br /> Councilman Sather recommended that the Parks Committee also work with the <br /> Finance Committee in developing a long range financing plan for park <br /> acquisition and development in the future, reiterating the fact the dedication <br /> funds will "dry up" in the near future. The Park Fund has been receiving <br /> donations from the charitable gambling operations in Arden Hills; Sather stated <br /> that Council had passed a resolution limiting the number of licenses to 9, and <br /> was considering an Ordinance which would totally phase out charitable gambling <br /> in Arden Hills, further reducing the Park Fund's sources of income, and making <br /> development of a long range plan even more necessary. <br /> Summer Program Report <br /> Cheryl Fregeau, Summer Program Director, prepared a report distributed to the <br /> Committee.
