MINUTES OF THE ARDEN HILLS REGULAR PLANNING COMMISSION MEETING <br /> Wednesday, April 5, 1989, 7:30 p.m. - Village Hall <br /> CALL TO ORDER Pursuant to due call and notice thereof, Chairman Probst <br /> • called the meeting to order at 7:30 p.m. <br /> ROLL CALL <br /> Present: Chairman Dennis Probst, Dave Carlson, Peter Martin, Scott <br /> Petersen, Jeanne Winiecki and Robert Woodburn. <br /> Absent: Raymond McGraw, Barbara Piotrowski, Dorothy Zehm, Dan <br /> Ashbach and Robert Curtis. <br /> Also Present: Planner John Bergly, Councilmember JoAnn Growe, Clerk <br /> Administrator Gary Berger and Deputy Clerk Catherine <br /> Iago. <br /> APPROVE MINUTES Martin moved, seconded by Winiecki, that the Minutes of <br /> the March 1, 1989, Planning Commission Meeting be <br /> approved as submitted. All voted in favor. (6-0) <br /> PUBLIC HEARING <br /> CASE #88-30; PUD Chairman Probst opened the Public Hearing at 7:35 p.m. <br /> GENERAL PLAN APRVL, and Deputy Clerk Iago verified that the Notice of Hearing <br /> PREL. PLAT APRVL, was published in the New Brighton Bulletin on March 22 <br /> REZONING R-1 TO R-4, and mailed to the affected property owners on March <br /> CONTINENTAL DVLPMT, 14, 1989. <br /> OLD HWY 10 & I-694 <br /> Planner Bergly referred Commission to his report dated 4-5-89, and stated the <br /> Arden Hills Council approved the PUD Concept Plan in February 1989 for less than <br /> • 10 units per acre with conditions as listed on page one of his report. <br /> Bergly explained that pursuant to the PUD requirements in the Zoning Ordinance, <br /> the developer is requesting approval of the "General Plan" for the PUD Concept <br /> Plan as approved in February and the plan submitted has been revised to comply <br /> with the conditions set forth by Council. The specific action now required <br /> includes: General Plan approval, Preliminary Plat approval and Rezoning from R-1 <br /> to R-4 for all of the land in the PUD, except the park dedication. <br /> The Planner recommended the Preliminary Plat and Rezoning be contingent upon <br /> approval of the PUD General Development Plan; the division pattern would not be <br /> appropriate for any development other than the one proposed by this applicant. <br /> Planner Bergly stated page two of his report outlines that the plan meets <br /> Ordinance Compliance; he noted one handicapped parking stall is within the <br /> parking setback area and could easily be moved to the south ten feet to meet the <br /> required setback. <br /> Bergly briefly explained the substantial change in the conditions and character <br /> of the area since the property was last zoned and identified the basis for <br /> rezoning the property; he noted the zoning changes to the north of this site. <br /> The Planner explained the Preliminary Plat dividing the property into five lots <br /> (plus the proposed park dedication) is principally for for mortgage purposes and <br /> creates a separate lot for the farmstead. He advised the four apartment lots <br /> • would have cross-easements for access, utilities, drainage, use of open space and <br /> maintenance. Bergly advised a Final Plat would have to be submitted at a later <br /> date; he noted there is a provision in the Ordinance whereby the City could waive <br /> the Final Plat requirement. <br />
