Minutes of the Arden Hills Planning Commission Meeting, 12-6-89
Page 8
CASE #88-14 (Cont'd) Winiecki moved, seconded by Zehm, that Commission
recommend to Council approval for Two (2) Signs, Case
#88-14, Goodyear Tire Center and Arden Hills Tire, one sign on the south wall to
• be a consolidation of "Goodyear Certified Auto Service" and "Arden Hills Tire",
as discussed, and the second sign on the east wall being a consolidation of the
"Goodyear" and "Tire Center" by either stacking closer together or all lettering
on one line and, that both signs meet Ordinance requirements. Motion carried
unanimously. (7-0)
The Planner requested the applicant attempt to prepare drawings of the signs
prior to the 12-11-89 Council meeting.
BURGER KING SIGN Member Carlson questioned if the Burger King sign on
Lexington Avenue meets the sign plan approved by Council;
noted the sign was recently changed from a single pylon to a double pylon sign.
Planner Bergly recalled the sign being modified to add additional signs on the
freestanding sign.
Deputy Clerk Iago was directed to review the case file and determine if the sign
is in compliance.
MISCELLANEOUS; Chairman Probst reported on the plan revisions for the
CONTINENTAL APTS. Continental Development apartments relative to the
handicapped access; stated the revised plan is a great
improvement.
ARMY TRAINING Probst reviewed the Planner's report on the proposed
CENTER, ARSENAL Army Training Center plans at the Arsenal and Council
• action.
RV PKING ORD. Chair Probst referred Commission to the Planner's
memorandum dated 12-6-89, regarding the ordinance
amendments for Recreational Vehicle Parking and Satellite Dish Antennae.
The Planner explained he and Attorney Filla have discussed the matter, however,
no amendment has been drafted at this time. Bergly recommended that since the
formation of the subcommittee to study the Zoning Ordinance in general, it would
be appropriate to include the recreational vehicle parking and satellite antennae
as part of their review.
Commission concurred to include those items in the review. There was discussion
relative to enforcement of parking violations. The Deputy Clerk was directed to
discuss enforcement with the City Attorney.
Mr. & Mrs. Herriges, 3991 Fairview Avenue, spoke in favor of parking recreational
vehicles. Mrs. Herriges noted the following issues for consideration in the
review of the parking ordinance: 1. The length of RV's; most are longer than 20
ft. , 2. Defining "storage" versus "use"; it takes time to prepare the RV for a
trip and it must be parked at the residence to make preparations. The vehicle may
be parked for two days, then gone for two weeks, and 3. Consider those persons
who may not have sufficient property to park an RV in the side or rear yards.
The Herriges advised most of the winter months their RV is gone; questioned if
• they could be notified of any pending amendments.
Commission concurred the subcommittee study will not be completed for a few
months and notification of any pending amendments to the ordinance will be
published in the New Brighton Bulletin.
