ARDEN HILLS CITY COUNCIL—MAY 14,2007 3 <br /> • 6. PUBLIC HEARINGS <br /> A. 2007 PMP Assessment Hearin <br /> Ms. Giga summarized information regarding assessments for the project. She outlined the <br /> project, project financing, and assessments for properties benefiting from the improvements. She <br /> recommended final adoption of the assessment rolls be continued to the May 29, 2007 Council <br /> meeting to allow staff time to research questions and objections raised at the initial hearing. She <br /> noted she had received written communication from Bob and Lori Sundberg, 1556 Briarknoll <br /> Circle, and Nicholas Walker, 1518 Briarknoll Drive, appealing their assessment. <br /> Councilmember McClung noted that this was a jointly bid project with the City of Roseville. <br /> He also stated that in bidding this project jointly with the City of Roseville, Arden Hills was <br /> probably getting a better financial deal. Ms. Giga responded that was correct. <br /> Mayor Harpstead opened the public hearing at 7:23 p.m. <br /> Evelyn Hansen, 1465 Floral Drive West, stated she had lived at her property for 47 years. She <br /> stated she owned one parcel of land which she has owned for over 30 years. She stated they <br /> maintained this other parcel as green space and they loved it. She indicated she had no intention <br /> • of subdividing or selling her property and requested Council reconsider her assessment for two <br /> lots. <br /> Mike Moghaddam, 1549 Briarknoll Drive, stated he did not receive any notices prior to the <br /> notice for the assessment hearing. He did not believe the tax dollars are being well spent and he <br /> did not have the money to pay for this assessment. He also believed the proposed interest rate <br /> was too high. Mayor Harpstead stated staff would look into why he did not receive any other <br /> notices and to ensure he was on the mailing list. He also asked staff to clarify the options he had <br /> in terms of the payment of the assessment. Councilmember McClung noted he was not being <br /> singled out and everyone in the City would need to contribute to the street maintenance. <br /> Councilmember Holden noted they had a similar situation last year with someone who had <br /> financial difficulty and that person worked with the City to come to some resolution on their <br /> assessment. <br /> Jens Breiland, 3724 Brighton Way, stated he also had not received any prior notifications that <br /> included information about the assessments. He believed the condition of his road was fine, and <br /> questioned whether this project was a wise use of money. <br /> Patrick Flaherty, 1273 County Road E, owner of Flaherty's Arden Bowl, stated he was filing <br /> an objection because he feels the assessment will not increase the market value of his real estate. <br /> He is not in favor of a 70% assessment rate for commercial properties. He noted problems have <br /> arisen during construction and he believed the condition of their parking lot has worsened from <br /> • the contractor using the lot to store their equipment.
