CONSENT ITEM – 7C

MEMORANDUM

DATE: October 10, 2022

TO: Honorable Mayor and City Councilmembers
Dave Perrault, City Administrator

FROM: David Swearingen, P.E. Public Works Director / City Engineer

SUBJECT: Stormwater Resiliency Plan – Professional Services Agreement with HR Green

Budgeted Amount: Actual Amount: Funding Source:
$10,000 $1,742 - $4,202.80 (City funds) Surface Water Mgmt. Fund,
MPCA Resiliency Grant

Council Should Consider

Motions to approve, table, or deny the following:

• Professional Services Agreement with HR Green for the Arden Hills Local
Stormwater Plan in the amount not to exceed $26,350.

All items need a simple majority for action unless otherwise noted.

Background/Discussion

The Local Stormwater Plan identifies drainage patterns within the City, locations with current
drainage issues, and suggested design alternatives and cost estimates to address those issues. A
major goal of this plan is to identify and prioritize improvements to stormwater infrastructure
while considering areas of need for environmental justice and future storm events with greater
intensity and frequency. This plan will allow the City to budget and plan for upcoming projects
while increasing their resiliency to the predicted changing weather. This plan will also open
future funding opportunities with local agencies such as the Rice Creek Watershed District and
the Minnesota Pollution Control Agency (MPCA). In order to develop this plan, Staff
recommends contracting HR Green to assist in applying for a grant application with MPCA to
complete the study for an initial cost to the City of $1,742. If successful in obtaining the grant,
those funds would be used to complete the study with a minimum 10% match from the City. If
unsuccessful at obtaining the grant, Staff will bring back to Council for further discussion.
