CONSENT ITEM – 7D

MEMORANDUM

DATE: October 10, 2022

TO: Honorable Mayor and City Councilmembers
Dave Perrault, City Administrator

FROM: David Swearingen, P.E. Public Works Director / City Engineer
Lucas Miller, Assistant Public Works Director

SUBJECT: 2021 CIPP Lining Project – Trail repair extra costs

Budgeted Amount: Actual Amount: Funding Source:
$220,000 $209,999.50 Sanitary Sewer Utility Fund,
I & I Grant Funds

Council Should Consider

Motion to approve, table, or deny the following:

• Quote for the 2021 CIPP Lining Project trail repair extra costs from Bituminous
Roadways, Inc. in the amount of $14,456.00
All items need a simple majority for action unless otherwise noted.

Background/Discussion

On November 8, 2021, Council approved a contract with Insituform Technologies USA, LLC for
the 2021 CIPP Lining Project. The project is 100% complete, Insituform has submitted all
closeout documents including the IC-134’s, lien waivers & consent of surety for the project.
During construction in March of 2022, Insituform had to access a sanitary sewer structure
located adjacent to the Ramsey County Regional Trail just south of County Rd E2 near Chatham
Avenue. Due to frost melt, the ground conditions were softer which resulted in the equipment
damaging the trail. City staff negotiated with Bituminous Roadways for a quote to complete the
repairs, see Attachment A. Since Bituminous Roadways is conducting similar work within the
area, the proposed cost for the work is less than typical. City staff has reviewed the quote and
recommends approval in the amount of $14,456.00.
